Kampung Redam Promotes Peace Culture and Prevents Social Conflicts

RRI.CO.ID, Semarang - Indonesia’s Human Rights Ministry promotes the Kampung Reconciliation and Peace, or Kampung Redam, program to strengthen a culture of peace and prevent social conflicts related to human rights at the community level. The program places communities at the center of efforts to maintain peace and social stability starting from the smallest social units.
Human Rights Minister, Natalius Pigai, made the statement during a socialization and coordination meeting on the establishment of Kampung Redam in Semarang on Wednesday, September 30, 2026. He explained that Kampung Redam is a community-based instrument designed to help reduce potential conflicts starting at the village or neighborhood level.
According to him, Kampung Redam is not only intended to respond to conflicts occurring within designated Kampung Redam areas, but can also support efforts to anticipate and address social conflicts in surrounding areas. “If a conflict occurs in the area, it does not necessarily have to be in Kampung Redam, but in the surrounding area, whether at the sub-district or district level,” Pigai said.
He added that the Human Rights Ministry could assist in anticipating and addressing social conflicts by involving various stakeholders, including local governments, security personnel, and the intelligence community. “The Human Rights Ministry helps anticipate and address social conflicts in the area by involving local governments, authorities, and the intelligence community. The goal is to promote the common good, peace, and unity,” he said.
Meanwhile, Semarang Mayor Agustina Wilujeng Pramestuti, welcomed the Kampung Redam program and said the city government was prepared to replicate the concept in several areas across Semarang. She said strengthening public awareness and encouraging residents to look out for one another were important elements in creating safe and peaceful communities.
Agustina said Semarang would consider adopting the Kampung Redam concept or establishing a similar community-based group involving various elements of society. “Semarang City may still propose to the Minister whether we should use the name Redam. That is possible, but if not, we will establish an awareness group similar to the one formed in Pari-Pari,” she said.
To date, 174 locations have been proposed as Kampung Redam sites to the Human Rights Ministry, spanning 81 regencies and cities across 28 provinces in Indonesia. The distribution reflects the government’s efforts to expand community-based approaches to preventing and addressing social conflicts in various regions.
Through the establishment of Kampung Redam, the government is encouraging social conflict prevention and resolution through dialogue, reconciliation, and respect for human rights. The program is expected to strengthen the role of communities in maintaining national unity and building a sustainable culture of peace.
