Research and Industry Collaboration Become Key to Downstreaming

RRI.CO.ID, Jakarta – Indonesia's Minister of Investment and Downstreaming, Rosan Roeslani, stated that collaboration between research and industry is essential at this time. This synergy aims at ensuring that investments in downstreaming can have a direct and tangible impact on the welfare of the broader public.

He made the remarks in his keynote speech at the 2026 National Science, Technology, and Industry Convention (KSTI) Forum, organized by the Ministry of Higher Education, Science, and Technology at the Jakarta International Convention Center (JICC) in Jakarta on Saturday, June 27, 2026. According to him, the direction of Indonesia’s downstream development policy must be oriented toward creating a sustainable industrial ecosystem.

The public is expected not only to be spectators but also key actors who experience the positive impacts firsthand. The government is committed to encouraging investments that can create quality jobs and boost national productivity.

"We believe that the presence of faculty members and students at the university, particularly in the fields of research and development, certainly makes a very, very positive contribution. Therefore, we simply need to focus on future collaboration so that the positive outcomes generated by this investment and commercialization can be implemented across existing industries and yield extraordinary benefits in the future,” Minister Rosan said as quoted in a written press release from the ministry.

Throughout 2025, Indonesia’s realized investment grew by 12.7 percent, reaching Rp1,931.2 trillion. This achievement successfully created more than 2.7 million direct jobs across various regions.

This significant job creation serves as a crucial foundation for reducing the national unemployment rate. “Industry-linked research is one of the key factors in building a healthy and sustainable industrial sector. Regulatory certainty, good governance, and ease of doing business will boost investor confidence while fostering fair business competition,” he said.

As a form of support for boosting the national innovation ecosystem, the government has provided a Super Tax Deduction incentive of up to 300% for research and development activities and up to 200% for education and training activities. This measure is expected to encourage companies to be more active in enhancing the skills of local workers, as improving the quality of human resources is an integral part of the national downstreaming program.
