Housing and Settlement Ministry Advances 2026 Renovation Plan

RRI.CO.ID, Jakarta - The Ministry of Housing and Settlement (PKP) is accelerating implementation of its 2026 Home Renovation Program to meet the target of 400,000 units, focusing on identifying regional obstacles that may hinder timely delivery of assistance.

Housing and Settlement Minister Maruarar Sirait said program performance has improved in several regions, although some areas still need to strengthen implementation.

“We are very pleased with the excellent performance in regions such as Gorontalo, Bangka Belitung, and Bali. Conversely, there are regions with underperformance, such as Jakarta and Papua, that need to make improvements,” Minister Maruarar said in a written statement on Saturday, September 12, 2026.

He said acceleration requires identifying bottlenecks affecting regional implementation. If constraints relate to human resources or outdated regulations, the government will make adjustments in line with applicable laws.

“If additional human resources are needed, we will provide them. If outdated regulations are causing delays, we will streamline them. However, this must be done in consultation with BPK, BPKP, law enforcement agencies, and the KPK to ensure everything is proper, correct, and aligned with the program’s objectives,” he said.

PKP Secretary‑General Didyk Choirul said the Home Renovation Program has become a priority for acceleration in the final months of 2026. Measures such as faster procedures, administrative simplification, and regulatory relaxation have been introduced to increase program uptake. “We are optimistic that this strategy will optimize the uptake of the 400,000‑unit home renovation program,” Didyk said.

He added that overall budget realization at the Ministry has reached around 39 percent, with acceleration also directed toward constructing permanent housing for disaster‑affected communities in Sumatra.

Director of Area and Settlement Development, Anggoro Putro, said eligibility requirements have been simplified under PKP Regulation No. 6/2026. “The most significant change concerns the occupancy requirement. The period of living in an uninhabitable house before becoming eligible for assistance has been reduced from three years to one year. The waiting period for repeat assistance has also been shortened from 10 years to five years,” he said.

Proof of land occupancy has also been simplified. Applicants may now submit a statement acknowledged by the relevant urban or village head. Anggoro said these relaxed requirements are expected to expand access to assistance.

As of the latest update, 336,176 units have undergone factual verification, and 188,356 units have received recommendations. Cost estimates are now being prepared for recommended units.

In terms of physical progress, 85,649 units are at the 0–30 percent completion stage, 33,310 units are between 30 percent and less than 100 percent complete, and 23,741 units have been fully completed.

Anggoro said the national eligibility rate stands at around 56 percent based on verification data and entries in the GO‑PKP system. Of the 336,130 verified units, 188,323 were deemed eligible.

Several provinces have recorded eligibility rates above the national average, including Southeast Sulawesi. In Jakarta, the eligibility rate has increased to around 22 percent, up from less than 10 percent previously.

He said the improvement in Jakarta was partly driven by simplified eligibility requirements under the latest regulations. The Ministry continues to evaluate implementation and support regional work units in resolving operational challenges.

These measures aim to accelerate implementation, improve program uptake, and ensure assistance reaches communities in need of decent and adequate housing. The Ministry of PKP is continuing to address regional bottlenecks and strengthen implementation so the 400,000‑unit target can be achieved in 2026. (Misni Parjiati)
