Indonesia Issues Hajj Circular on Dam Payment and Pilgrim Protection

RRI.CO.ID, Jakarta: Indonesia’s Ministry of Hajj and Umrah issued a circular on Hajj types and dam payment in Jakarta, Monday, March 16, 2026. The policy aims to ensure legal certainty and protect Indonesian pilgrims. It also strengthens Hajj governance in line with Islamic law and regulations.
The circular, numbered S-50/BN/2026, regulates choices of Hajj rituals and dam implementation. It provides clear guidance for Indonesian pilgrims preparing for the pilgrimage. The Indonesian government highlights this policy as part of improved Hajj management.
Director General of Hajj and Umrah Guidance, Puji Raharjo, stated pilgrims have flexibility in choosing Hajj types. These include Ifrad, Qiran, and Tamattu’, based on Islamic provisions. Each choice carries consequences, especially regarding dam obligations.
He explained that pilgrims performing Qiran and Tamattu’ must pay dam. This obligation follows established religious rules during Hajj. The policy ensures pilgrims understand their responsibilities before departure.
Before delivering his main statement, Puji emphasized the importance of clear understanding for pilgrims. He noted that proper guidance helps avoid confusion during Hajj rituals. He then explained pilgrims’ rights and obligations.
“Indonesian Hajj pilgrims have full rights to choose their type of Hajj, whether Ifrad, Qiran, or Tamattu’. However, these choices have consequences, particularly regarding the obligation to pay dam for pilgrims performing Qiran and Tamattu’,” Puji said.
The circular also details dam implementation in Saudi Arabia and Indonesia. In Saudi Arabia, slaughter must follow official mechanisms managed by authorities. This uses the Adahi program to ensure compliance and validity.
All pilgrims, officers, and guides are prohibited from conducting unauthorized dam slaughter. This rule prevents sanctions from Saudi authorities and protects ritual validity. Dam payments are made through the Nusuk Masar platform, costing around 720 Saudi Riyals.
Indonesia also allows dam implementation within the country through official institutions. These include BAZNAS, LAZ, religious organizations, and Hajj guidance groups. The Indonesian government stresses transparency, accountability, and proper distribution to ensure benefits for eligible communities.
