RRI.CO.ID, Bogor - Indonesia's Ministry of Hajj and Umrah is strengthening accountable Hajj and Umrah governance through institutional development, public education, and stronger integrity. The initiative was highlighted during a development program in Bogor on Wednesday, July 22, 2026.

The ministry is reinforcing governance by separating Hajj management functions under a check-and-balance mechanism. The approach aims to ensure every stage of Hajj administration remains professional, transparent, and accountable.

Director General for Hajj and Umrah Administration Development, Puji Raharjo, said the ministry separates Hajj management functions to strengthen governance. He said the mechanism allows each function to operate according to its authority.

“At the Ministry of Hajj and Umrah, Hajj management functions are separated. This is part of a check-and-balance system so that Hajj governance continues to improve and every function can operate according to its authority,” he said.

Puji said the directorate is responsible for strengthening guidance for pilgrims and licensed Hajj and Umrah service providers. The ministry also develops the capacity of Hajj and Umrah officers through continuous training programs.

He urged ministry officials to educate the public by promoting licensed Hajj and Umrah operators. He emphasized that providing accurate information is part of civil servants' integrity.

“Integrity is the main foundation for civil servants at the Ministry of Hajj and Umrah. One way to implement it is by providing accurate information to the public, including directing people to use licensed Hajj and Umrah organizers so they are protected during their pilgrimage,” he added.

Puji also reminded the public that the ministry has not introduced an independent Umrah program. He urged prospective pilgrims to verify organizers' legal status before registering.

The ministry is also promoting public literacy on non-quota Hajj services under Law Number 14 of 2025. Better public understanding is expected to help pilgrims choose safe, legal, and regulated services.
