RRI.CO.ID, Jakarta - The government is targeting the National Health Insurance (JKN) program to cover the entire population by 2030. President Director of BPJS Kesehatan (Health and Securuty Agency) Ghufron announced this at the Universal Health Coverage (UHC) Awards 2026 in Jakarta on Tuesday, January 27, 2026.

"The JKN program is a key indicator for achieving SDG 3.8 or 3.8.1. The target is to cover 98 percent of the population by 2024 and the entire population by 2030," he said at the Jakarta International Expo Kemayoran.

This aligns with the sustainable development framework for a healthy, prosperous life, but improvements in health services at facilities are also needed. Equitable access to quality services is key to successfully implementing the social security program.

"We don't want this achievement to become a paradox, as Universal Coverage is not aligned with Universal Access," said Coordinating Minister for Community Empowerment Muhaimin Iskandar at the same occasion.

A major challenge is the long lines in urban areas due to the backlog of patients at referral hospitals. Meanwhile, rural areas often have limited health infrastructure and a shortage of competent medical personnel.

"The central and regional administrations are responsible for the supply side. It's not enough to focus only on the demand side; we must also focus on developing community health center infrastructure, health facilities, and the number of doctors," said Ghufron.

Full support from regional administrations is a determining factor in maintaining the quality of the health insurance program. Today's awards were given to provincial and subdistrict administrations that have successfully guaranteed optimal health for their citizens.

 "We greatly appreciate the commitment of the 31 provincial administrations and 397 city and subdistrict administrations who have ensured that 98 percent of their populations are covered by the National Health Insurance (JKN), with an 80 percent active participation rate through the Premium Assistance Program (PBI)," said Ghufron.

Regional leaders are absolutely responsible for providing basic services to the people in their administrative areas. They are encouraged to continue allocating budgets to support primary healthcare services in each district.

"The Minister of Home Affairs has appealed to all regional administrations and emphasized that health is a basic service and an absolute priority," said Deputy Minister of Home Affairs Ribka Haluk.
