Jakarta Reimagines Public Housing to Boost Residents' Quality of Life

RRI.CO.ID, Jakarta - Beyond providing physical structures, the Jakarta Provincial Administration is reimagining public housing as a catalyst for economic mobility and social integration. The Housing and Settlement Areas (PRKP) Agency has shifted its strategy for Low-Cost Rental Apartments (rusunawa), focusing on a holistic human-centric approach that combines affordable shelter with intensive community empowerment programs.

Head of the Finance Sub-Section for the Housing Management Unit V at the Jakarta PRKP Agency, Poppy Oktaviandry, emphasized that the current development model prioritizes more than just a roof over one’s head. During a podcast on Jakarta’s public housing on Monday, April 27, 2026, she explained that residents are now being granted seamless access to transportation hubs while receiving direct support for personal and professional growth.

"In addition to providing residents with easy access to transportation and their workplaces, we also provide community empowerment services," said Poppy, as quoted by Antara.

A cornerstone of this empowerment is the integration of the Jakarta Entrepreneur (Jakpreneur) program within the housing complexes. Residents with an interest in Micro, Small, and Medium Enterprises (MSMEs) are encouraged to register for the initiative, which offers specialized training to enhance business management skills and technical capacity.

This push for grassroots entrepreneurship is backed by significant momentum, which is the Industry, Trade, Cooperatives, and Small and Medium Enterprises (PPKUKM) Agency reported that 20,257 new businesses joined Jakpreneur in 2025. This growth represents a 5.16 percent increase in total membership, rising from 392,207 participants in 2024 to 412,464 by the end of last year.

Social well-being remains equally central to the administration's mission. Poppy noted that the provision of communal infrastructure and public spaces within vertical housing is designed to foster social interaction, which is essential for improving the residents' overall quality of life.

This integrated infrastructure serves as a strategic response to Jakarta’s pressing housing crisis. According to Central Bureau of Statistics (BPS), the city's housing ownership backlog, the gap between available units and total demand, reached a staggering 40.59 percent in early 2026.

As of 2025, the provincial administration has supplied over 35,000 rusunawa units across the capital, with ongoing plans to elevate the quality of these facilities.

"By building apartment blocks or vertical housing, we hope to provide integrated infrastructure and facilities. This is not just from a residential perspective, but also in terms of community empowerment and accessibility," explained Poppy.

With this multi-dimensional approach, Jakarta aims to transform its public housing projects into thriving hubs of urban productivity and social stability. ***
