Govt Submits Traffic Law Amendment Inventory

RRI.CO.ID, Jakarta – Transportation Minister Dudy Purwagandhi presented the Problem Inventory List (DIM) and the government’s position on the Draft Law on the Third Amendment to Law Number 22 of 2009 on Road Traffic and Transportation (LLAJ) during a working meeting with Commission V of the House of Representatives (DPR RI) in Jakarta on Wednesday, 30 September 2026.
“Following up on the draft law initiated by the House of Representatives, the government has intensively discussed and prepared the Problem Inventory List through coordination among ministries and government institutions,” Dudy said.
Dudy explained that the House’s proposal includes amendments to 89 articles, the insertion of 56 new articles, the deletion of five articles, amendments to two chapter titles, the insertion of one new chapter, and amendments to two explanatory provisions. Meanwhile, the government has proposed amendments to 55 articles and the insertion of 28 new articles.
On institutional matters, the government agreed with the House’s proposals concerning Chapters IV and V on the development and administration of road traffic and transportation, including the addition of three ministries as relevant authorities: the Ministry of Primary and Secondary Education for traffic education, the Ministry of Health for post-traffic accident management, and the Ministry of Communication and Digital Affairs for digital platform services in road transportation.
The government also agreed with the proposed regulation on types of motor vehicles, including private vehicles, public transport vehicles, and vehicles that may be used for transportation services subject to certain requirements. The provisions would also cover types of propulsion systems and developments in steering-system technology and autonomous vehicles.
Regarding digital platform-based transportation, the government agreed with the addition of Chapter XIII A, which would regulate special rental transportation services and limited motorcycle-based services for passenger transportation and the delivery of goods and food. The provisions would also cover the involvement of micro-enterprises, the rights and obligations of application companies, fares, and quotas for digital transportation services.

Under the criminal provisions, the government agreed with stricter penalties and an expansion of the parties subject to sanctions for motor vehicle violations involving excess dimensions or loads, or over dimension over loading (ODOL).
“Sanctions would not only apply to drivers but could also be imposed on vehicle owners, corporations, and the owners of the goods,” Dudy said.
The government also proposed strengthening oversight through electronic inspections of vehicle load capacity and procedures for transporting goods, as well as enforcement against violations of load capacity and transportation procedures through mandatory use of electronic equipment. In addition, the government proposed provisions governing the operation of passenger and freight terminals through concession agreements or other forms of cooperation, as well as an obligation to provide public service obligations (PSO) for mass transportation services operated by the central and regional governments.
“The government views the deliberation of this bill as an important momentum to strengthen the legal foundation for road traffic and transportation in Indonesia,” Dudy said. He expressed hope that the revised regulations would address technological developments, public needs, and future transportation challenges while providing legal certainty and ensuring public safety.
