ETLE HUB Supports Implementation of Zero ODOL 2027

RRI.CO.ID, Jakarta – The Ministry of Transportation, through the Directorate General of Land Transportation, has developed the Electronic Traffic Law Enforcement (ETLE) HUB as an integrated digital system to support the implementation of the Zero Over Dimension Over Loading (ODOL) policy by 2027.

Director General of Land Transportation, Aan Suhanan, said ETLE HUB was developed to integrate various data sources for monitoring freight vehicles, including vehicle identification and technical data, weighing results, periodic inspections, and transportation permits.

“ETLE HUB is not simply about using cameras to detect violations. We developed this system to integrate data-based monitoring of freight vehicles,” Aan said during the launch of ETLE HUB at the Ministry of Transportation Headquarters in Jakarta on Monday, August 10, 2026.

According to him, the integration enables freight vehicle monitoring to be carried out in a more systematic, measurable, and accountable manner. He explained that ETLE HUB is an integrated enforcement ecosystem that connects various devices and data sources in the land transportation sector.

The digitalization, he said, also transforms monitoring processes that were previously largely carried out manually, making them faster, more consistent, transparent, and integrated with other systems.

“We must recognize the reality that the number of operating freight vehicles is very large, while the number of officers and inspection points is naturally limited. Through digitalization, monitoring capacity and coverage can be expanded without relying entirely on increasing the number of personnel,” he said.

Aan said ETLE HUB currently has 51 monitoring points, consisting of 26 points at Motor Vehicle Weighing Unit (UPPKB) locations and 25 points along several toll road sections. The system will continue to be expanded to reach 63 monitoring points at UPPKB locations and 15 monitoring points equipped with Weigh In Motion (WIM) technology.

He said freight vehicles detected carrying excessive loads would receive warnings as part of the public awareness campaign ahead of the implementation of Zero ODOL 2027.

Meanwhile, violations involving documents related to roadworthiness requirements will be subject to enforcement in accordance with applicable regulations. Aan said that in its initial stage, ETLE HUB would focus on freight transportation, both general and special freight vehicles, particularly those related to ODOL violations.

This focus is intended to address ODOL violations because they are closely linked to transportation safety, road infrastructure protection, and national logistics management.

“Nevertheless, we will continue developing the system so that in the future, monitoring coverage can also be expanded to passenger transportation, particularly buses,” he said.

Aan also said ETLE HUB could later be used to strengthen monitoring of buses in terms of technical and roadworthiness requirements, periodic inspections, permits, and operational requirements for passenger transportation.

“ETLE HUB is not merely a new application or camera system, but a transformation of the monitoring process that the Ministry of Transportation has already been carrying out. The ultimate goal is to improve compliance, not to increase the number of traffic tickets,” he conveyed.
