Indonesia Optimizes AKSARA to Drive Green Economy Transition

RRI.CO.ID, Jakarta - Indonesia is strengthening its transition to a green economy by optimizing the Application for Planning, Monitoring, and Evaluation of Low‑Carbon and Climate‑Resilient Development Actions (AKSARA).

The platform serves as a strategic database for recording and evaluating emission‑reduction actions, enabling regional administrations to generate credible data for national policy.

Developed by the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas), AKSARA allows local administrations to regularly map, monitor, and assess low‑carbon initiatives.

It is also integrated with the Climate Budget Tagging feature via the CONNECT platform, built in collaboration with the Ministry of Finance, to ensure transparent and accountable monitoring of regional spending on climate programs.

To strengthen AKSARA’s role, Bappenas is partnering with the German Corporation for International Cooperation (GIZ) Indonesia and ASEAN. The collaboration focuses on refining methodologies for calculating greenhouse gas (GHG) emissions in line with international standards, integrating monitoring systems, and enhancing regional capacity.

“AKSARA plays a strategic role in transforming administrative records of emission‑reduction actions into a valid database to strengthen economic and climate competitiveness. Strengthening regional capacity is crucial for achieving targeted green financing,” said Commission Manager of the Climate and Biodiversity Hub Indonesia at GIZ Indonesia and ASEAN, Karin Allgoewer, in Jakarta on Friday, July 3, 2026, as quoted by Antara.

She added that the partnership fully supports institutional capacity building toward greener, more sustainable development. The collaboration also aims to establish a transparent reporting system aligned with the Paris Agreement and Enhanced Transparency Framework standards.

In line with the 2025–2045 National Long‑Term Development Plan (RPJPN), GHG emission‑reduction indicators and the Green Economy Index are now integral to national economic transformation.

Optimizing AKSARA was a key agenda item at the 2026 National Workshop on Low‑Carbon Development Action Reporting, attended by representatives from Regional Development Planning Agencies (Bappeda) and Environmental Agencies from 38 provinces.

With transparent and measurable reporting, Indonesia expects to boost investor confidence in low‑carbon projects while ensuring the effectiveness of green fiscal policies and sustainable investments. ***
