Govt Accelerates 3 Million Houses Program Through Joint Decree

RRI.CO.ID, Jakarta - The Indonesian government has accelerated the implementation of the 3 Million Houses Development Program, one of President Prabowo Subianto’s priority initiatives. The move is supported by a cross‑ministerial Joint Decree (SKB) designed to ease access for communities and housing developers.

Home Affairs Minister Muhammad Tito Karnavian and Housing and Settlement Areas (PKP) Minister Maruarar Sirait signed the SKB, which provides the legal basis for regional administrations to support the provision of housing for low-income groups.

Minister Tito emphasized that the policy is intended to make it easier for people to obtain homes while encouraging developers to build housing at more affordable prices.

“This decision was made and implemented on November 25, 2024. The aim is to make it easier for people to get and build houses, and for developers to construct homes for low-income communities at lower prices,” Minister Tito said at the Ministry of Home Affairs headquarters in Jakarta on Friday, June 19, 2026, as quoted by Antara.

He explained that since the start of President Prabowo’s administration, the Ministry of Home Affairs, the Ministry of PKP, and the Ministry of Public Works (PU) have prepared various regulations to support the target of building 3 million houses.

Among the measures are exemptions from the Building Approval Levy (PBG) and the Land and Building Rights Acquisition Fee (BPHTB) for eligible beneficiaries.

Through the SKB, the government also expanded the scope of beneficiaries by adjusting income limits for low-income households based on regional characteristics. The classification, previously divided into two zones, has now been expanded to four zones to better reflect economic conditions and land prices.

“For example, in Zone 1, the income limit for unmarried individuals rose from IDR 7 million to IDR 8.5 million, while for married individuals it increased from IDR 8 million to IDR 10 million. In Zone 4, covering Jakarta, Bogor, Depok, Tangerang, and Bekasi, where land is scarce and expensive, the definition of low-income households is IDR 12 million for unmarried individuals and IDR 14 million for married individuals,” Minister Tito explained.

The government believes this policy will broaden access to housing programs and boost developers’ interest in building homes for low-income groups.

Beyond housing provision, accelerating residential development is also expected to generate fiscal benefits for local administrations. Previously idle land converted into housing areas will contribute to Land and Building Tax (PBB) revenue.

“With buildings standing on land that was once empty, local administrations will collect not only land tax but also land and building tax, benefiting them in the years ahead,” Minister Tito said.

The government hopes the SKB will ensure faster implementation of the 3 Million Houses Program, making it a key instrument for expanding access to decent housing and driving regional economic growth. ***
