Ministry of Hajj Strengthens Inclusive Hajj Services for Elderly and Disabled

RRI.CO.ID, Jakarta - Indonesia strengthens inclusive Hajj services for elderly and vulnerable pilgrims. Director General of Hajj and Umrah Management, Ministry of Hajj and Umrah, Puji Raharjo, made the statement during a coordination meeting with the Coordinating Ministry for Human Development and Culture in Jakarta on Monday, April 13, 2026.
The meeting supports Indonesia’s transformation toward a more inclusive and equitable Hajj service system. She emphasized service quality. He said Hajj services must uphold dignity and ensure equal access for all pilgrims.
Before delivering his statement, Puji highlighted inclusive service principles for vulnerable groups. He stressed equal access for elderly, persons with disabilities, and women pilgrims.
"The organization of Hajj is a strategic public service that must ensure equal access for all pilgrims, including the elderly, persons with disabilities, and women. Therefore, our services must be safe, humane, and accessible," he said.
He explained that Indonesia’s government is strengthening policies and improving officer capacity. It also provides accessible facilities to support pilgrims with special needs.
Data shows the number of elderly and physically limited pilgrims continues to increase annually. More than 44,000 elderly pilgrims and hundreds of disabled pilgrims were recorded last season.
Before continuing his remarks, Puji emphasized the need for more specific service approaches. He said general services are no longer sufficient for diverse pilgrim needs.
"We can no longer view Hajj services in general terms. There must be a specific approach based on pilgrims’ needs, especially for the elderly and persons with disabilities who require more intensive assistance," he said.
The ministry prepares strategies including data integration, training, mobility facilities, and coordination with Saudi authorities. Indonesia aims to ensure all pilgrims receive equal and humane services.
