RRI.CO.ID, Jakarta - Indonesian Minister of Law, Supratman Andi Agtas, emphasized that music royalty payment requirements apply only to commercial purposes. Therefore, the public, as music listeners, is not subject to these requirements.

“The royalty obligation does not apply to music listeners. Royalties only apply to commercial use of music,” said Minister Supratman during the ‘What's Up Kemenkum Campus Calls Out’ event at the University of Indonesia (UI), Depok, West Java, on Monday, February 9, 2026.

Minister Supratman then explained that the royalty system has been differentiated between digital and analog use. The controversy arises more in the use of music in analog spaces, such as restaurants, cafes, and other businesses.

“For digital use, such as YouTube and Spotify, the system is regulated through the platform, and even free services still pay royalties through advertisements," said Minister Supratman.

Nazril Irham, known as Ariel, vocalist of the NOAH band, was representing Indonesian musicians, especially songwriters. “I am helping to improve the royalty management and distribution system by directly conveying our aspirations to the government,” said Ariel.

Ariel also emphasized that his role primarily involves communication and providing initial feedback. “Hopefully, the musicians’ concerns can be communicated and followed up by the government,” said Ariel. (Gusti Panji/Bambang MBKA)​
