RRI.CO.ID, Jakarta - Central Jakarta Metro Police Chief Sr. Com. Renold Hutagalung has announced a retraining program for security and public order non-commissioned officers (Bhabinkamtibmas) following a viral incident involving a traditional “es gabus” vendor. The initiative aims to ensure that officers are more meticulous and coordinated when handling public health concerns.

Es gabus is a traditional Indonesian frozen dessert, often described as a simple ice treat. It is typically made from gabus flour (a starch derived from mung beans), mixed with water, sugar, and sometimes coconut milk, then frozen into blocks. Vendors usually slice it into rectangular pieces and serve it on sticks, resembling ice cream bars. The texture is firm yet slightly chewy, and the flavor is subtly sweet. 

The controversy began after officers reportedly acted prematurely against vendor Suderajat, suspecting his products contained dangerous materials such as sponges. 

Renold emphasized that while the officers’ intentions were to protect the public, their actions lacked proper coordination. “Any findings in the region should first be coordinated with the competent authorities, so they can provide accurate information and education to the public,” Renold said in Jakarta on Wednesday, January 28, 2026, as quoted by Antara. 

He described the officers’ actions as “overprotective,” noting that their desire to prevent health risks ultimately led to public misunderstanding.

The case has escalated as police investigate Suderajat’s claims of physical abuse during detention. Internal Affairs (Propam) is examining whether mistreatment occurred, following allegations the vendor later shared on social media. 

However, conflicting reports have emerged. Head of the Criminal Investigation Unit Adj. Sr. Com. Roby Heri Saputra stated that during initial questioning at the Kemayoran Police Station, Suderajat did not mention any physical violence. “We will clarify whether what was conveyed on social media is true or not,” Roby said, stressing the police’s commitment to transparency.

Renold reiterated that the role of Bhabinkamtibmas is vital due to their direct contact with the community. To prevent similar mistakes, the force will implement coaching focused on the evolving dynamics of public order and safety. 

The training will emphasize consulting health experts or relevant authorities before taking enforcement action against small businesses, ensuring that protection does not turn into persecution. ***
