Indonesia Partners with WIPO to Build Creative Economy Data System

RRI.CO.ID, Jakarta – The Ministry of Creative Economy/Creative Economy Agency has partnered with the World Intellectual Property Organization (WIPO) to implement the Creative Economy Data Model (CEDM). It is in a bid to strengthen a more comprehensive and data-driven system for measuring the creative economy.
Minister of Creative Economy and Head of the Creative Economy Agency, Teuku Riefky Harsya, said CEDM would serve as an important instrument for mapping the condition of Indonesia’s creative economy ecosystem while supporting more effective and evidence-based policymaking.
“CEDM will help us map the strengths and gaps within Indonesia’s creative economy ecosystem, identify policy priorities, and support evidence-based decision-making,” Teuku Riefky Harsya said during a meeting with WIPO representatives in Jakarta on Thursday, June 11, 2026.
According to the minister, the framework would also enable Indonesia to measure the progress of its creative economy sector against international standards while remaining responsive to national contexts.
CEDM is a framework developed by WIPO to map the interconnections among various components of the creative economy ecosystem, ranging from enabling factors to the economic and social impacts generated by creative activities.
Through this approach, CEDM is able to measure a wide range of economic and social outcomes, including the creation and monetization of intellectual property through royalties and licensing, job creation, contributions to gross domestic product (GDP), trade performance, and the strengthening of a country’s soft power.
Teuku Riefky said the implementation of CEDM is expected to strengthen government efforts to map creative economy potential, assess its impact, and formulate more targeted policies to support the growth of the national creative economy.
In addition to implementing CEDM, the Ministry of Creative Economy also sees opportunities to expand cooperation with WIPO in several strategic areas, including intellectual property commercialization, music royalty governance, and intellectual property-based financing for creative economy practitioners.
“We also see opportunities to deepen cooperation with WIPO in intellectual property commercialization, music royalty governance, and intellectual property-based financing for creative economy practitioners,” Teuku Riefky said.
Meanwhile, WIPO Deputy Director General for the Copyright and Creative Industries Sector, Sylvie Fortin, said Indonesia had emerged as one of the leading countries in the development of the creative economy at the global level.
According to Fortin, this leadership is reflected in Indonesia’s innovative policies and international initiatives such as the World Conference on Creative Economy (WCCE).
“Indonesia has consistently demonstrated that the creative economy is not merely a cultural sector. It is also a strategic driver of economic development and competitiveness,” Sylvie said.
She added that the vision of Golden Indonesia 2045 requires robust data as a foundation for effective policymaking. In this regard, CEDM was designed to measure not only creative economy performance but also the ecosystem factors that support the sector’s long-term growth and sustainability.
