Indonesia Unveils Blue Carbon Roadmap to Strengthen Coastal Climate Action

KBRN, Belém: The Indonesian Government officially launched the Indonesia Blue Carbon Ecosystem Roadmap and Action Guide at the 30th UN Climate Change Conference (COP30) in Belém, Brazil. This document outlines the national strategy for harnessing the benefits of coastal and marine ecosystems in combating climate change.

Hanif Faisol Nurofiq, Minister of Environment (KLH), emphasized that the launch demonstrates Indonesia's leadership in linking land and sea-based climate action.

"Through the strengthening of science, strategic policy, and international cooperation, Indonesia seeks to ensure that blue carbon contributions are fully integrated into the national carbon economic value system and the national carbon market," Minister Hanif said at the Indonesian Pavilion at COP30 on Monday, November 17, local time as quoted by Antara.

The roadmap is the result of a collaboration between the Ministry of Marine Affairs and Fisheries (KKP) and the Ministry of Environment/Environmental Control Agency (KLH/BPLH). It underscores the integration of coastal and marine ecosystems into Indonesia's Second Nationally Determined Contribution (SNDC), which forms the basis for the country's renewed commitment to climate mitigation and adaptation.

This integration of blue carbon into the SNDC, already reported to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat, marks a significant step forward.

It strategically places mangroves, seagrass meadows, and tidal salt marshes as key components of efforts to reduce emissions and enhance climate resilience. This alignment also reinforces the country’s Carbon Economic Value (NEK) framework, as stipulated in Presidential Regulation No. 110 of 2025.

Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono stated that the blue carbon roadmap is not only relevant for the marine sector but is a crucial component of the national climate architecture.

"Blue carbon ecosystems are an invaluable climate asset for Indonesia. This roadmap is not just a policy guide, but an action framework that connects science, policy, and financing to ensure the quality and integrity of the blue carbon ecosystem within the national carbon economic value system," said Minister Sakti Wahyu Trenggono.

He added that unifying the approach to the three key blue carbon ecosystems, mangroves, seagrasses, and salt marshes, within a single coastal system will unlock broader benefits. These include enhanced biodiversity protection, coastal resilience, blue food security, and the creation of sustainable economic opportunities. ***
