RRI.CO.ID, Jakarta – Indonesia and China have just agreed to collaborate on the development of an industrial zone based on the “Two Countries, Twin Parks” model. This zone will become the first industrial zone in Madura, East Java, following the implementation of a similar model in Batang, Central Java.

Indonesia's Coordinating Minister for Economic Affairs, Airlangga Hartarto, stated that the signing of the Memorandum of Understanding (MoU) between Indonesia and China had just taken place. Speaking at the Ministry’s Office in Jakarta on Wednesday, August 5, 2026, he explained that both parties agreed to develop an industrial park in Bangkalan, Madura, in collaboration with the Guangdong (Fenyong) ASEAN Industrial Park.

He noted that this project adopts the “Two Countries Twin Parks” model. This zone will become the first industrial zone in Madura, following the construction of a similar industry zone in Batang, Central Java.

“The meeting earlier was regarding an MoU for an industrial zone in East Java between the Guangdong (Fenyong) ASEAN Industrial Park and the industrial zone in Bangkalan, Madura. And this is part of the “Two Countries Twin Parks” initiative that has already been launched, so we now have “Two Countries Twin Parks” not only in Batang, Semarang, but also at the foot of Madura in Bangkalan, which has long been designated for this purpose,” he said.

In line with this, the Bangkalan Regency Government welcomed this partnership. Bangkalan Regent Lukman Hakim views this collaboration very strategically, as the two regions share similar characteristics.

Lukman stated, “Earlier, there was a signing ceremony between the mayor from China and the Bangkalan Regency. By chance, the characteristics of the region are the same, almost identical to Bangkalan. Therefore, this is indeed strategic for us in terms of future cooperation.”

The development of this industrial zone in Madura is also set to begin soon, as the processes for land acquisition, permitting, and the operationalization of the corporate entity are already underway. In the future, this zone will focus on the development of labor-intensive industries, such as mattress manufacturing, chocolate processing, and polyester yarn production.
