Govt Issues Three Regulations on Strategic Natural Resources Export

RRI.CO.ID, Jakarta - The Ministry of Trade has issued three regulations governing the export of coal, palm oil, and iron alloys. The measures aim to strengthen governance of strategic natural resource exports and support national downstream industrialization.

Trade Minister Budi Santoso emphasized that the regulations were introduced to reinforce oversight of strategic commodities. “The utilization of national natural resources is expected to generate more optimal economic benefits,” he said in Jakarta on Wednesday, June 10, 2026.

“The Ministry is implementing various export regulatory instruments to ensure the orderly execution of strategic natural resource commodity exports. Exports conducted by export‑oriented state‑owned enterprises (SOEs) must also be transparent, accountable, and compliant with applicable laws and regulations,” Minister Budi added.

The three regulations: Minister of Trade Regulations No. 15, 16, and 17 of 2026, are follow‑ups to Government Regulation No. 24/2026 on the management of strategic natural resource commodity exports.

Director General of Foreign Trade Tommy Andana said the policy supports the national economy. “This policy ensures domestic needs are met while supporting downstream processing and national economic stability,” he explained.

Tommy noted that implementation is being phased to ensure a smooth transition and allow stakeholders time to adjust.

In Phase I, exports may continue under previously issued permits until the end of 2026, with businesses required to submit export reports and documents to the designated SOE. The government will conduct an evaluation within three months of Government Regulation No. 24/2026 taking effect.

Phase II begins no later than January 1, 2027, when exports of strategic natural resources will be conducted exclusively by the Exports SOE, in line with mechanisms set out in prevailing regulations.

“The government wants to ensure that the management of strategic commodity exports is not solely focused on increasing volumes. This policy promotes downstream processing, safeguards domestic supply, increases value added, and strengthens national economic resilience,” said Tommy. (Gusti Panji)
