Bali Unveils Climate Assets and Seeks Carbon Investment at ICCBS 2026

RRI.CO.ID, Denpasar - The development of carbon business and trade in Bali is confirmed not to compromise natural conservation or marginalize local communities. The Bali Provincial Administration is now preparing a strict and transparent regional regulatory framework to guarantee legal certainty for partners, while ensuring that proceeds from climate asset management deliver direct economic benefits to the public.
“Bali currently possesses tangible climate assets that can serve as crucial capital for green economy development. For instance, in the renewable energy sector, Bali already has approximately 45 MWp of installed solar power plants (PLTS),” said Bali Governor, Wayan Koster, at the Indonesia Carbon and Biodiversity Summit (ICCBS) 2026 in Denpasar on Wednesday, September 9, 2026.
He further noted that Bali has 17,225 electric two- and four-wheeled vehicles, along with 302 electric vehicle charging stations (SPKLU) spread across nine regencies and cities. In the blue carbon sector, there are approximately 2,330 hectares of mangroves (88 percent in the dense category) and 1,307 hectares of seagrass beds.
In the agricultural sector, around 52,909 hectares, or 82 percent of total rice fields, have implemented organic systems for soil carbon and biodiversity credits.
“Meanwhile, in the forestry sector, Bali has 131,171 hectares of forest areas, consisting of 96,688 hectares of protected forests and 26,396 hectares of conservation areas,” said Koster, as quoted by Antara.
He emphasized that these various ecological assets related to climate action can be developed into new economic assets. Such development must be carried out by applying principles of prudence, transparency, and good governance without sacrificing environmental sustainability.
To this end, the Bali Provincial Administration is opening three bankable carbon collaboration opportunities covering blue carbon, agricultural carbon, and solar energy through large-scale PLTS development. The solar project sets an initial target of 300 MWp, with plans to scale up to 700–1,200 MWp.
“The Bali Provincial Administration requires collaboration with investors, project developers, international standards institutions, academics, and communities within a regional regulatory framework. This collaboration aims to ensure legal certainty and economic benefits that return to the people of Bali,” he said.
Chairman of the Indonesia Carbon Credit and Biodiversity Alliance (ICCBA), Rob Raffael Kardinal, believes Bali has great potential to serve as a model for integrated development of a carbon- and biodiversity-based economy.
"Bali possesses something very strong, a combination of nature, culture, policy, and community. This is an important asset for building a credible carbon and biodiversity ecosystem," he said. ***
