Jakarta to Build the US$16 Million Pedestrian Bridge Without Govt Budget

RRI.CO.ID, Jakarta - Jakarta, Indonesia's largest city, is set to build a pedestrian bridge at one of its busiest transit hubs at a cost of about Rp300 billion (approximately US$16 million as of early August 2026). However, the project will be financed entirely without using government budget.

The Dukuh Atas Pedestrian Deck will be constructed in Central Jakarta to connect the KRL Commuter Line – Greater Jakarta's commuter rail, the airport rail link, and the Jakarta Mass Rapid Transit (MRT). The circular-shaped bridge will also link the four quadrants of the Dukuh Atas area, which are currently divided by Jalan Jenderal Sudirman and the West Flood Canal.

The pedestrian deck is being developed by MRT Jakarta, the municipally-owned company that operates Jakarta's rapid transit system. Advisor to the Program Management Office Division at MRT Jakarta, Agus Trihan, said that the tender process for selecting the project's contractor was still underway as of July.

"(The project is) currently out for tender. But we announced earlier, (that the cost is) roughly Rp300 billion (about US$16 million as of early August 2026)," Agus said during a session of the MRT Jakarta Fellowship Program 2026 in Jakarta on Thursday, July 30, 2026.

However, Head of Transit-Oriented Development Planning and Development at MRT Jakarta, Sagita Devi, emphasized that the funding will not come from Jakarta's revenue and expenditure budget. Instead, part of the investment will be financed by MRT Jakarta itself.

"Part of it will be financed using MRT Jakarta's own funds, and part of it is planned through loans," she said.

The Dukuh Atas Pedestrian Deck is part of the broader transit-oriented development (TOD) plan for the Dukuh Atas area. Sagita explained that financing for TOD projects differs from station construction, which continues to receive government subsidies.

"For business and TOD development areas on (surrounding) MRT (stations), it can be said we have to seek funding from outside the regional budget," she said.

Under Jakarta Governor Regulation No. 107/2020, which serves as the legal basis for the Dukuh Atas TOD, funding may come from building owners seeking permission to exceed the government-prescribed floor limit. This limit relates to the floor area ratio (FAR), the ratio of a building's total floor area and the size of its land.

Contributions from these property owners can be converted into infrastructure projects that support TOD development. Sagita said several TOD facilities in Dukuh Atas have already been built under this financing scheme.

"The first examples are the pedestrianization of Blora and Kendal (streets), as well as the revitalization of Kudus Park," she said, referring to two streets that have been redesigned to be more pedestrian-friendly and a nearby public park.

Another financing model involves investment partnerships led by MRT Jakarta, including business-to-business (B2B) collaborations with private companies. According to Sagita, one project financed under this model is the Dukuh Atas Multifunction Pedestrian Bridge, a roughly 250-meter-long bridge connecting Sudirman Station of the KRL Commuter Line with Dukuh Atas Station of the Jabodebek LRT.

"We also built the Dukuh Atas Multifunction Pedestrian Bridge, which connects Sudirman Station with Dukuh Atas LRT (Station), through a creative financing scheme implemented by our joint venture subsidiary in a business-to-business partnership," she said.
