Tourism Stimulus Offers Lifeline Amid Bali’s Low Season

RRI.CO.ID, Jakarta - As Bali enters its annual tourism lull, government-backed transport discounts are emerging as a crucial support for local businesses. The Bank Indonesia (BI) Bali office noted that fare reductions -- up to 30 percent for trains, ferries, and toll roads -- are expected to ease the strain of declining visitor numbers and bolster retail performance.
“Despite seasonal downturns, business players remain optimistic about future retail growth,” BI Bali Chief Erwin Soeriadimadja said in Denpasar on Saturday, March 14, 2026, as quoted by Antara.
His confidence stems from a central bank survey of 100 retailers, which recorded a Real Sales Index (IPR) of 124.3 -- an annual increase of 6.4 percent. The index is driven by five subsectors: information and communication equipment; clothing; automotive parts and accessories; fuel; and food, beverages, and tobacco.
Beyond transport incentives, BI has held its benchmark interest rate steady at 4.75 percent for February 2026, while the government has rolled out fiscal measures such as discounted ferry and airline tickets.
These steps aim to counterbalance seasonal factors: during Ramadan and Eid, many domestic travelers prioritize returning to their hometowns over holidaying in Bali. Airport operator Angkasa Pura reported a 15 percent monthly drop in domestic arrivals, underscoring the impact of religious observances and the homecoming tradition.
Local businesses also point to restrained household spending, as Balinese residents prepare financially for two major religious celebrations in March -- Nyepi and Idul Fitri.
Against this backdrop, transport discounts are seen as a timely intervention. Economy-class domestic flights are offering 17–18 percent off, ferry port services are free of charge, and rail discounts run from March 14–29. Ferry promotions apply March 11–April 5, while air travel discounts coincide with the rail period.
Looking ahead, retailers anticipate stronger sales. BI’s survey projects the Sales Expectation Index (IEP) to remain positive, with readings of 126 in March, 170 in April, and 184 in both June and July.
For Bali’s business community, the combination of monetary stability and fiscal stimulus may provide just enough momentum to weather the low season and prepare for a rebound. ***
