House Seeks Industry Input on Industrial Estates Bill

RRI.CO.ID, Karawang – The Indonesian House of Representatives (DPR) is currently discussing a bill on industrial estates to strengthen the development of up to 175 industrial estates across the country. As part of the process, members of the DPR's Commission VII, which oversees industry among other areas, gathered input from industry stakeholders at the Mitrakarawang Industrial Estate in Karawang Regency, West Java, on Monday, October 5, 2026.
Evita Nursanty, Deputy Chair of the DPR’s Commission VII, said industrial estate management would play a key role in determining the competitiveness of Indonesia’s national industry. She therefore hopes the upcoming act will not merely establish rules that look good on paper but instead create new problems when implemented.
"We want to ensure that the law that is eventually enacted is truly operational and implementable, provides legal certainty, and is able to enhance the competitiveness of Indonesian industry," she said.
One issue raised during the House’s discussions with industrial estate operators was licensing, including the process of extending a company’s building use rights. Evita said they would consider implementing a one-stop licensing system to make it easier for industrial players.
"We are considering, as part of the Industrial Estates Bill, whether to implement a one-stop licensing system. We already have a one-stop system for exports. So there should be no problem if licensing is also handled through a single system," Evita told reporters, referring to strategic commodity exports that are already handled through a single channel by Indonesia’s sovereign wealth fund, Danantara.
During the visit, the lawmaker also gathered input from industry players at a facility operated by Sany, a Chinese heavy equipment manufacturer. Deputy General Manager and Government Relations Director of Sany Indonesia, Saanjay Shamdasani, hoped the bill would benefit all stakeholders, including the industrial sector.
"My first hope is that the DPR will invite business players to provide their input. Second, I hope the parliament will take their suggestions so that, going forward, this law can benefit the government, business players, and industrial estates as well," Saanjay said.
The Indonesian House of Representatives is discussing the Industrial Estates Bill to establish specific regulations governing industrial estates, as Indonesia currently has no law specifically addressing them. At present, industrial estates are generally regulated under Act Number 3 of 2014 on Industry.
