House Urges Govt to Create Roadmap Eliminating Separatists After Deadly Shooting

RRI.CO.ID, Jakarta – Member of the Indonesian House of Representatives (DPR) Oleh Soleh has expressed concern over the fatal shooting of three employees of the Jayawijaya District Agriculture Office in Muliama Village, Jayawijaya Regency, Highland Papua, on Wednesday, September 9, 2026. He described the incident as a humanitarian tragedy and expressed his condolences to the victims’ families, calling on security authorities to investigate the case and identify those responsible.

"I am deeply saddened and concerned by this incident. Three government employees who were carrying out their duties became victims of violence. The TNI (Indonesian Military) and Polri (Indonesian Police) must move quickly to investigate the case and take firm action against those responsible," Oleh Soleh said in a written statement, as quoted by dpr.go.id in Jakarta on Friday, September 11, 2026.

Oleh Soleh said the government should prevent armed groups from continuing to carry out violence against civilians, security personnel, and government employees engaged in public service. He said the incident should serve as an opportunity to strengthen government efforts to address "Armed Criminal Groups" (KKB), one of the official terms used by the Indonesian authorities to refer to Papuan separatist groups.

"This should be a momentum to eliminate KKB from Papua, Indonesia. They have repeatedly carried out acts of violence and killings. The state should not remain in a reactive position every time an incident results in casualties," the West Java-based politician said.

He said efforts to address the KKB should not be limited to individual cases. The government, together with the military and police, should develop a comprehensive strategy with clear targets, stages, indicators, and evaluation mechanisms.

"Do not handle these cases one by one. The authorities need to develop a comprehensive strategy to address KKB. There should be a roadmap for dealing with KKB in Papua, so that the state’s response does not only come after an incident occurs," he said.

According to him, such a roadmap would allow security measures in Papua to be implemented in a more planned, measurable, and sustainable manner. He added that security efforts should be accompanied by development programs, public services, and measures to protect civilians.

He said an approach focused primarily on responding to individual incidents could allow violence to recur. He therefore called for a long-term strategy to improve security and allow people in Papua to live safely and with dignity.

"The government needs to take the KKB issue in Papua more seriously. If the response remains partial, similar incidents could continue. The state needs to be consistently present, rather than only responding when shootings or killings take place," Oleh Soleh said.

Oleh Soleh also called for a professional investigation into the shooting to establish the identities of the perpetrators, any networks involved, and the motive behind the attack. He said law enforcement should be carried out firmly while respecting the law and protecting civilians.
