Govt Submits Problem Inventory List for Manpower Protection Bill to the House

RRI.CO.ID, Jakarta – The Ministry of Manpower handed over the Problem Inventory List (DIM) for the Manpower Protection Bill (RUU) to Commission IX of the Indonesian House of Representatives during a First-Level Discussion Working Meeting at the Parliamentary Complex, Jakarta, on Monday, September 14, 2026. In the meeting, Minister of Manpower Yassierli, presented views on several main substances in the Manpower Protection Bill, including manpower planning, job training, job placement, industrial relations, occupational safety and health (KSH), and manpower supervision.

Yassierli stated that the government welcomes the House's initiative in proposing the Manpower Protection Bill. According to him, the bill is directed at building manpower regulations that pay attention to the interests of workers, the business world, as well as national and regional development needs.

"Manpower development in this bill is directed at empowering and utilizing the workforce optimally and humanely, realizing equal employment opportunities, providing a workforce according to national and regional development needs, and providing protection and improving the welfare of workers and their families," he said, as quoted in a written press release.

In the aspects of planning and job training, the government considers that manpower development needs to be data-driven and systematically structured. Job training also needs to be directed at improving competencies according to the needs of the job market and the business world by referring to applicable competency standards and supported by job training funding.

For job placement, the government emphasized the importance of an objective, transparent, fair, and non-discriminatory process. This includes attention to gender equality, protection for persons with disabilities and vulnerable groups, and communities in underdeveloped regions.

Meanwhile, in industrial relations, the government views that working relationships need to be built harmoniously and fairly. Occupational safety and health are also seen as fundamental elements in manpower protection. On the other hand, manpower supervision needs to be supported by competence, independence, and effectiveness to ensure compliance with labor norms.

Yassierli stated that the government will follow the discussions on the Manpower Protection Bill with the House by considering manpower substance and various inputs delivered during the discussion process. During the meeting, Commission IX of the House approved the formation of a Working Committee (Panja) to continue discussing the Manpower Protection Bill.
