Agrarian Reform Regulation Bill Advances in Parliament

RRI.CO.ID, Jakarta - The House of Representatives’ Legislation Body (Baleg) has finalized the drafting of the Agrarian Reform Regulation Bill, which establishes a cross‑sectoral mechanism for implementing agrarian reform.

All political party factions approved the draft bill during a plenary session at the Parliament Complex in Jakarta on September 7, 2026, allowing it to move forward in the legislative process.

“The Agrarian Reform Regulation Bill consists of 16 chapters and 70 articles. It was drafted to implement the principle of the social function of land, as stipulated in Law No. 5/1960 on Basic Agrarian Principles,” said Legislation Body Deputy Speaker Iman Sukri, as quoted by Antara.

Iman explained that the bill implements agrarian reform through institutional principles and cross‑sectoral mechanisms to ensure more targeted management of land tenure, ownership, usage, and utilization.

The bill outlines seven main areas of agrarian reform. The first is determining and designating priority locations for agrarian reform. The second involves receiving and/or registering agrarian reform objects from the public. The third covers identifying, inventorying, verifying, and re‑measuring agrarian reform objects.

Subsequent stages include land restitution and redistribution. The bill also regulates the granting of legal land rights and the empowerment of agrarian reform subjects. Legal land rights are intended for tenant farmers, farm laborers, fisherfolk, indigenous communities, women, and marginalized poor groups.

After receiving input from the Consortium for Agrarian Reform (KPA), Baleg drafted the bill to help resolve various agrarian issues and conflicts.

To ensure integration across all stages, the bill establishes a National Agrarian Reform Agency (BRAN), operating under the President’s authority.

The bill also creates a BRAN Supervisory Board accountable to the President. The board is tasked with ensuring accountability, transparency, and effectiveness in agrarian reform implementation.

“The objectives of agrarian reform include land and other agrarian resources that provide livelihoods and sustenance for the community,” Iman said.

He expressed hope that the bill will help resolve agrarian conflicts, strengthen state sovereignty over agrarian resources, and improve public welfare. ***
