Labor Protection Bill Drafting Enters Public Consultation Phase

RRI.CO.ID, Jakarta - The Indonesian Ministry of Manpower (Kemnaker) is holding public consultations and gathering input from various stakeholders as part of the drafting process for the Labor Protection Bill.

Manpower Minister Yassierli said the consultations will take place at 19 locations until the end of 2026. The results will serve as material for the government’s discussions with the House of Representatives (DPR).

“We are currently in the phase of gathering input. In total, public consultations are taking place at 19 locations. That is what we are doing through the end of this year,” Minister Yassierli said in a statement in Jakarta.

The deliberations on the bill follow Constitutional Court Ruling No. 168/PUU‑XXI/2023, which instructs the government and the DPR to amend the Labor Law within two years of the ruling’s issuance.

During the consultations, the government is addressing seven key issues: wages, fixed‑term employment contracts (PKWT), outsourcing, termination of employment (PHK), severance pay, working hours and rest/leave periods, and foreign workers.

Minister Yassierli hopes the Labor Protection Bill will produce regulations that are fairer for all stakeholders.

“Hopefully, we can produce a bill that fosters a better Indonesia, driven by the spirit of industrial advancement and worker prosperity,” he said in a statement on Thursday, September 4, 2026, as quoted by Antara.

He added that the regulation is also intended to positively impact manpower development and Indonesia as a whole.

The government remains open to input from the business sector, industry, and labor unions. One recent submission came from the Grand Coalition for the Indonesian Labor Struggle (KBPBI) during an audience with the Ministry of Manpower on Wednesday, September 2, 2026.

President of the Confederation of All Indonesian Workers Unions (KSPSI), Andi Gani Nena Wea, hopes the bill’s deliberations with the DPR will consider workers' aspirations.

According to Yassierli, the government will submit the public consultation results to the DPR as discussion material. The target completion date for the bill depends on the DPR’s deliberation schedule, as the legislative initiative lies with the parliament.

The Labor Protection Bill has been included in the 2025 Priority National Legislation Program (Prolegnas) and is being prepared as a follow‑up to the Constitutional Court ruling and to evaluate the labor cluster within Law No. 11/2020 on Job Creation. ***
