Lapor Mas Wapres: Indonesia’s VP Gibran Signature Program for Public Complaints

RRI.CO.ID, Jakarta – Indonesia's Vice President Gibran Rakabuming has a signature program designed to respond to complaints from the Indonesian public. The Indonesian government said the program, which he also introduced while serving as a local leader, has been integrated with an existing national complaints system.

The program is called “Lapor Mas Wapres" (Report to Mas Vice President), with “Mas” being a Javanese term of respect traditionally used for an older brother or an older man. Launched on November 11, 2024, it replicated a similar program that had been introduced by Gibran when he served as mayor of Surakarta, Central Java, from 2021 to 2024.

As a public complaints channel, Lapor Mas Wapres allows Indonesian citizens to submit complaints to Gibran for follow-up. Complaints can be submitted via WhatsApp or in person to representatives of the Vice Presidential Secretariat.

According to the program’s official website, complaints should not concern matters currently before a court or issues already submitted previously. Complainants are also required to provide complete and relevant supporting documents.

The Vice Presidential Secretariat said the implementation of Lapor Mas Wapres would be integrated with the National Public Service Complaints Management System (SP4N), under the branding People’s Online Aspirations and Complaints Service (LAPOR!). Established in 2013, the system allows members of the public to submit complaints through a website, by SMS to 1708, an application, and social media.

This was reaffirmed by Prita Laura, a Senior Expert at Indonesia’s Presidential Communications Office (now the Government Communications Agency), days after its launch in November 2024. According to the secretariat, Prita said all complaints received through Lapor Mas Wapres would be integrated with the existing LAPOR! system, which is used by 96 government institutions and 493 local governments.

By November 2025, one year after the program began, the secretariat had recorded 16,505 complaints from various regions, covering issues ranging from education, social affairs, and the environment to land-related matters. Some 66% of the complaints were submitted through WhatsApp, while the remainder were made through in-person services after online registration.
