Indonesia Proposes Limited Dual Citizenship for Diaspora Talent

RRI.CO.ID, Jakarta – President Prabowo Subianto has proposed a landmark policy shift to allow limited dual citizenship for select Indonesian diaspora and global talents, aiming to harness their expertise for national development.

Delivering the government’s statement on the 2027 Draft State Budget (APBN) and Financial Notes at the Parliament Complex on Friday, August 14, 2026, President Prabowo said the initiative would target individuals whose skills are deemed vital to Indonesia’s interests.

“We suggest permitting dual citizenship for certain talents needed by the nation,” he told lawmakers, as quoted by Antara.

The President highlighted that millions of Indonesians abroad have pursued careers in science, medicine, engineering, artificial intelligence, research, business, arts, and sports. Many have changed citizenship for professional or family reasons, yet their expertise remains crucial for Indonesia.

He argued that the country should not force its brightest minds to choose between global opportunities and ties to their homeland. The proposed dual citizenship would be selective, with candidates undergoing integrity tests and clear regulations on rights and obligations to safeguard national security.

“This policy will call home the best capabilities of our diaspora and outstanding talents to strengthen Indonesia,” Prabowo said.

Indonesia has previously naturalized athletes to bolster its national teams. On July 23, 2026, Law Minister Supratman Andi Agtas confirmed the government’s plan to revise the Citizenship Law to accommodate limited dual citizenship for diaspora talents with strategic skills. ***
