Ministry of Law Proposes Intellectual Property As National Strategic Project

RRI.CO.ID, Jakarta - Indonesia's Ministry of Law has designated intellectual property (IP) as a "national strategic project". It is realized through a National Intellectual Property Master Plan (RIKIN), which will be formulated jointly with the country's Minister of National Development Planning/National Development Planning Agency (Bappenas) and other relevant institutions.

"This is a momentum regarding intellectual property rights; we are formulating together with the Minister of National Development Planning and all ministries (and) institutions, so that intellectual property rights can become a National Strategic Project," Indonesia's Minister of Law, Supratman Andi Agtas, said at the 2026 National Intellectual Property Coordination Forum in Jakarta on Wednesday, August 5, 2026.

"Through the document we will produce together, it will demonstrate the opportunities to enhance research, which will ultimately lead to the creation of new discoveries," he added in his remarks.

This strategic initiative, Supratman continued, arose from the fact that thousands of patents held by the National Research and Innovation Agency (BRIN) and universities remain unregistered, unable to be commercialized, and thus lacking economic benefits. Given the significant capitalization value of patents, this collaboration is expected to impact national economic development.

"The Ministry of Law is actually just a catalyst, as our role is limited to legal protection. But if we stop at legal protection and don't initiate commercialization of these other products, I'm afraid no one will dare to take the plunge," he said.

Meanwhile, the ministry's Director General of Intellectual Property, Hermansyah Siregar, said that a cooperation agreement was also signed between his directorate general and four partners. Those are BRIN; Ministry of Primary and Secondary Education; Ministry of Higher Education, Science, and Technology; and Ministry of Industry.

"The signing of the cooperation agreement demonstrates our shared commitment to strengthening cross-sector synergy to support the protection, utilization, development, and enforcement of intellectual property laws," he said.
