RRI.CO.ID, Jakarta - The Indonesian government is strengthening the National Action Plan for the Prevention and Countermeasures of Violent Extremism Leading to Terrorism (RAN PE) Phase Two to confront the threat of terrorism.

Through Presidential Regulation No. 8/2026, the government emphasizes the importance of collaboration to ensure more effective prevention efforts.

National Counterterrorism Agency (BNPT) Head Eddy Hartono said collaboration is essential to the successful implementation of the 2026–2029 RAN PE.

“The President issued this regulation to emphasize the need to enhance collaboration. There should be no bargaining. Collaboration is the key factor in implementing the second phase of the RAN PE,” Eddy said at an event to strengthen collaboration in the implementation of Presidential Regulation No. 8/2026 in Jakarta on Monday, July 27, 2026, as quoted by Antara.

Eddy explained that the second phase of the RAN PE builds on the first, which established coordination between ministries and institutions to prevent extremism.

The first phase strengthened cross-sector collaboration, enhanced prevention capacities at both central and regional levels, and expanded the involvement of civil society, academics, religious leaders, the media, and the business community in building resilience against extremism.

He noted that this experience provides crucial resources for addressing the evolving threat of terrorism. Extremist groups are not only persistent but also increasingly adaptive, using the internet for recruitment, propaganda, and funding, while targeting women, children, and adolescents.

Between 2024 and 2025, the government implemented various mitigation measures. During this period, intelligence and law enforcement officials provided guidance and rehabilitation to approximately 250 minors affected by extremism.

Therefore, in the second phase of the RAN PE, the government reaffirms its commitment to strengthening prevention with a more comprehensive approach that involves more stakeholders, including regional governments.

“We are grateful for the collaboration we established with ministries and agencies in the first phase. Now, in the second phase, we expect local governments to play an active role in implementing these prevention efforts,” Eddy said.

The second phase of the RAN PE contains nine strategic themes with 111 actions.

These include strengthening national preparedness and community and family resilience; providing skills education and access to employment; protecting and empowering women, youth, and children; improving strategic communication and electronic systems; promoting deradicalization; respecting human rights; improving good governance; protecting witnesses; fulfilling victims’ rights; and strengthening international partnerships and cooperation.

According to Eddy, these themes were formulated based on an evaluation of the first phase of the RAN PE’s implementation and an analysis of current terrorism threat developments.

“These nine themes are the result of evaluating and analyzing current developments in the threat of terrorism. We are confident and optimistic that strengthening collaboration within the RAN PE will run smoothly,” he said. ***
