Bank Indonesia Encourages Cross-Border Collaboration in the Digital Era

RRI.CO.ID, Bali – Along with the increasingly rapid, connected, and cross-border evolution of payment systems, strengthening governance and consumer protection has become critically important. Cross-sector and cross-border collaboration must also be continuously reinforced to ensure secure, inclusive, and sustainable innovation.
This statement was delivered by Bank Indonesia Deputy Governor, Filianingsih Hendarta while opening an international seminar themed "The Collaborative Frontier: Integrating Multi-Stakeholder Strategies in Consumer Protection and Financial Integrity" in Bali, held from September 17–18, 2026.
Participants included representatives from the World Bank, OECD, ADB, UNODC, CGAP, INTERPOL, the Reserve Bank of India, Bank Negara Malaysia, and Banco Central do Brasil, alongside various international institutions, central banks, regulators, law enforcement agencies, academics, and industries from multiple countries.
Filianingsih reminded attendees that consumer protection must be deeply embedded within the digital transformation architecture, supported by enhanced synergy and multi-stakeholder collaboration that is integrated, real-time, and risk-based. This collaboration requires clear responsibilities, trusted information sharing, and coordinated cross-border responses.
"Technology can enable the growth of trust, but technology alone cannot create it. Governance is what creates it," Filianingsih asserted.
In the first half of 2026, QRIS transactions reached 12.55 billion transactions, doubling compared to the first half of 2025, with a value of approximately Rp600.7 trillion. QRIS has been utilized by over 66 million users and nearly 45 million merchants, the majority of whom are MSMEs.
On the other hand, the 2026 National Financial Literacy and Inclusion Survey recorded a financial literacy index of 69.57%, which remains below the financial inclusion index of 93.61%.
This gap indicates that the expansion of financial access must go hand in hand with improvements in consumer understanding, effective security measures, and accessible complaint handling and recovery mechanisms.
Discussion focuses also encompassed strengthening regulatory harmonization and international cooperation to combat transnational financial crimes, leveraging artificial intelligence and blockchain to bolster early detection, improving digital financial literacy through community and civil society roles, and reinforcing industry ethics, integrity, and responsibility.
The diverse perspectives shared by speakers are expected to strengthen integrated efforts in risk prevention, detection, and mitigation, thereby better protecting the public in utilizing digital financial services.
Bank Indonesia will continue to fortify cross-sector and cross-border collaboration to ensure that innovation and connectivity progress hand in hand with consumer protection and financial system integrity. These efforts are directed toward realizing a trusted, inclusive, and resilient digital financial future that contributes optimally to sustainable economic growth.
