RRI.CO.ID, New York – Indonesia has called on the United Nations Security Council (UNSC) to strengthen conflict prevention efforts and recognize regional organizations as key partners in peacebuilding. Indonesia's Vice Minister for Foreign Affairs, Arrmanatha Nasir, made the statement during the UNSC Open Debate on the Peaceful Settlement of Disputes at the United Nations Headquarters in New York on Thursday, July 23, 2026.

According to an official statement from Indonesia's Ministry of Foreign Affairs received in Jakarta on Saturday, he highlighted that the Security Council still often acts only after tensions have escalated, resulting in existing mechanisms being used more to respond to conflicts than to prevent them. Indonesia also underscored the importance of viewing dialogue, mediation, peacekeeping, and post-conflict peacebuilding as an integrated and continuous process for sustaining peace.

In this context, Indonesia also encouraged the meaningful participation of women and youth as partners in peacebuilding. Indonesia emphasized the importance of regional organizations as the first line of defense in conflict prevention.

Drawing on ASEAN's experience, Indonesia believes that regional mechanisms have distinct advantages in building trust, fostering dialogue, and easing tensions before they escalate into open conflict. "The ASEAN Outlook on the Indo-Pacific is an example of how practical cooperation in the areas of maritime affairs, connectivity, and the economy can build trust amid the region's evolving geopolitical dynamics," Arrmanatha said.

On the same occasion, Indonesia also reaffirmed its commitment to the peaceful settlement of disputes, including through its accession to the 1907 Hague Convention for the Pacific Settlement of International Disputes, as part of strengthening its commitment to international law.

"The true measure of multilateralism is not only the wars we succeed in ending, but also the wars that never occur because we successfully prevent them," he said.

The UNSC Open Debate was convened by the Democratic Republic of the Congo (DRC) in its capacity as President of the Security Council for July 2026. The meeting followed the adoption of UNSC Resolution 2788 (2025), which underscores the need to strengthen mechanisms for the peaceful settlement of disputes and conflict prevention.

It was chaired by DRC Minister of Foreign Affairs, Thérèse Kayikwamba Wagner and featured United Nations Secretary-General António Guterres as the briefer. More than 80 UN member states participated in the meeting.

In addition to the Open Debate on the peaceful settlement of disputes, Vice Minister Arrmanatha Nasir also delivered Indonesia's national statement at another Open Debate held under the DRC Presidency on July 22, 2026, focusing on the governance of natural resources in advancing global peace and prosperity.

Indonesia's active participation in the UNSC once again reaffirmed its commitment to strengthening effective multilateralism, upholding the UN Charter and international law, and ensuring that early and peaceful conflict prevention remains a top priority in maintaining international peace and security.
