RRI.CO.ID, Jakarta - Indonesia's House of Representatives (DPR RI) has passed two bills ratifying defense cooperation agreements between the Government of Indonesia and the Government of the Republic of Türkiye, as well as between the Government of Indonesia and the Government of Malaysia, into law during a plenary session in Jakarta on Tuesday.

The plenary session was chaired by Speaker of the House, Puan Maharani. During the session, Minister of Law Supratman Andi Agtas, said Indonesia signed the Defense Cooperation Agreement with Türkiye on November 14, 2022, in Bali. Indonesia also signed a Memorandum of Understanding on Defense Cooperation with Malaysia on August 9, 2022, in Kuala Lumpur.

"Therefore, these international defense agreements need to be ratified through legislation to provide a legal basis and legal certainty for the implementation of cooperation, which is carried out based on the principles of mutual respect, mutual benefit, and in accordance with international law and the national laws of each country," he said.

Supratman explained that the ratification of the two international agreements is mandated by Law No. 24 of 2000 on International Treaties, which requires international agreements concerning politics, peace, defense, and national security to be ratified by law.

The ratification also refers to Law No. 12 of 2011 on the Formulation of Laws and Regulations, as last amended by Law No. 13 of 2022. It stipulates that the ratification of certain international agreements must be enacted through legislation.

"The urgency of ratifying these international defense agreements is based on the provisions of Law No. 24 of 2000, which requires international agreements concerning politics, peace, defense, and national security to be ratified by law," Supratman said.

According to him, the enactment of the two laws is expected to provide a strong legal foundation for implementing defense cooperation between Indonesia and Türkiye, as well as Malaysia. The two bills had previously been approved during the first-level deliberation by the government and the House's Commission I on July 1, 2026, before being brought to the plenary session for final approval and enactment into law.
