Construction Begins on Indonesia’s Second Waste-to-Energy Facility in Bekasi

RRI.CO.ID, Bekasi –Danantara Indonesia, through PT Danantara Investment Management (DIM) and PT Daya Energi Bersih Nusantara (Denera), officially inaugurated the construction of the Waste-to-Electricity Management Facility (PSEL) in Bantar Gebang, Bekasi, West Java, on Wednesday, August 26, 2026.

The facility in the City of Bekasi is the second project to commence construction, following the start of construction of the PSEL Denpasar Raya in July 2026.

This project comes at a critical time for the region. The City of Bekasi plays a vital role in the waste management system of the densely populated Greater Jakarta (Jabodetabek) area. Because Bekasi’s main landfill (TPA) has already exceeded its capacity, the city urgently needs a sustainable solution.

During the event, Chief Investment Officer of Danantara Indonesia, Pandu Sjahrir, highlighted the project's broad impact, "Today's inauguration of the PSEL construction marks the arrival of a tangible solution to address the waste emergency challenge in Indonesia, and in the City of Bekasi in particular.

The PSEL of Bekasi is also expected to create environmental, energy, and economic value for the surrounding community. This initiative is expected to generate around 1,000 green jobs and to provide clean energy for tens of thousands of households."

Echoing this vision, Coordinating Minister for Food Affairs, Zulkifli Hasan, emphasized the importance of teamwork. "With strong collaboration, we are optimistic that long-standing waste accumulation challenges across many regions can be resolved quickly," Hasan added.

Looking ahead, the Bekasi PSEL is targeted to start operations in mid-2028. Under Presidential Regulation (Perpres) No. 109 of 2025, the electricity generated by the facility will be purchased and distributed by the state utility company, PLN.

The Power Purchase Agreement (PJBL) between PLN and the project developers sets a purchase price of USD 0.20 per kWh across all capacities. Once fully operational, the plant will process up to 1,500 tonnes of waste daily into clean electricity.

To further boost local clean energy efforts, the PSEL will work alongside a separate pyrolysis-based waste management system operated by the Indonesian Army. Together, these complementary technologies will help turn accumulated waste into renewable fuel and electricity.
