Indonesia Prepares for Human Control as the Primary Standard for AI Governance

RRI.CO.ID, Yogyakarta - Vice Minister of Communication and Digital Affairs, Nezar Patria, underscored that Indonesia is promoting an artificial intelligence governance model that places humans as the primary controller, as a concrete solution to address the acceleration of technology that is outpacing regulation.

Nezar Patria outlined Indonesia's solution to address the acceleration of artificial intelligence at the 23rd Informal Asia-Europe Meeting (ASEM) Seminar on Human Rights. He emphasized the importance of building a system that ensures humans remain in control of every decision made by technology. "Our focus is not on concerns, but on designing a system that ensures humans continue to lead the direction of AI use," Nezar stated at the 23rd Informal ASEM Seminar on Human Rights in Yogyakarta on Monday, March 30, 2026.

Indonesia is promoting a human-in-the-loop approach as the primary standard. This model ensures that every AI system remains under human oversight, especially in high-impact sectors such as public services, security, and the digital economy.

According to him, this approach ensures that innovation continues, while maintaining accountability and protecting public rights. "Every system must be designed so that humans can intervene, correct, and be accountable for the results," he explained.

As a concrete step, the government has prepared a National AI Roadmap that will serve as a guide for technology development in Indonesia. This roadmap regulates the direction of research, strengthening digital talent, cross-sector collaboration, and mitigating risks from the early stages of development.

Indonesia has also established ten key principles of AI governance. These principles serve as standards for all technological development, from personal data protection and system transparency to ensuring fairness and inclusivity.

Nezar emphasized that Indonesia's approach is designed to be adaptive to keep pace with technological dynamics without losing policy control. "We are building an agile system, but we still have clear controls. This is important so that innovation doesn't run aimlessly," he said.

At the global level, Indonesia is taking an active role in bringing perspectives from developing countries to discussions on AI governance. Indonesia is encouraging more equitable cooperation so that every country has equal opportunities in developing technology and developing regulations. "Indonesia serves as a bridge. We bring the experiences and needs of developing countries to the global conversation," Nezar said.

He concluded by emphasizing that the success of AI is determined not only by technology, but also by the country's ability to manage and direct it appropriately. "The key to the future of AI is ensuring that humans remain at the center of decision-making. That's where the benefits of technology can truly be felt by society," he said.
