Indonesia Stops Grok AI Over Obscene Content

RRI.CO.ID, Jakarta - The Ministry of Communication and Digital (Kominfo) has decided to take firm action against Grok, an artificial intelligence-based chatbot service owned by platform X. The service has been used to produce and disseminate obscene content, including AI-generated explicit images without the consent of their owners.
Through a press release issued on Saturday, 10 January 2026, the Minister of Communication and Digital, Meutya Hafid, announced the decision to temporarily suspend access to the Grok feature as an effort to protect the public from the dangers of fake pornographic content or deepfakes.
“In order to protect women, children, and the wider community from the risks of fake pornographic content generated using artificial intelligence technology, the Government, through the Ministry of Communication and Digital, has decided to temporarily block access to the Grok service,” the Minister stated.
In addition, she affirmed that the creation and dissemination of sexual deepfakes without consent constitute a serious violation of human rights. Such visual manipulation practices are also suspected of violating human dignity and digital safety.
Alongside the temporary suspension, the ministry has again requested Platform X, as the operator of the Grok service, to immediately present clarification. The Government aims to obtain an explanation regarding the negative impacts of Grok’s use, especially in the production and distribution of obscene content.
“The Ministry of Communication and Digital has also requested Platform X to promptly appear to provide clarification regarding the negative impacts of Grok’s use,” Meutya stated.
The temporary suspension of access was carried out based on the authority of the ministry as stipulated in Minister of Communication and Informatics Regulation Number 5 of 2020 on Private Electronic System Operators. Under the regulation, particularly Article 9, every Electronic System Operator (PSE) is required to ensure that its electronic systems do not contain, facilitate, or disseminate prohibited electronic information and/or electronic documents.
