FOLU Net Sink 2030 Community Fund Service, Fifth Phase, Launched

RRI.CO.ID, Jakarta – The Ministry of Forestry has launched the fifth phase of the FOLU Net Sink 2030 Community Fund Service, allocating IDR 20 billion and targeting 300 community groups.

“Today, we are continuing this highly strategic step by launching the fifth phase of the FOLU Net Sink 2030 Community Fund Service, with an allocation of IDR 20 billion, targeted to reach 300 community groups,” Deputy Minister of Forestry Rohmat Marzuki, representing Minister of Forestry Raja Juli Antoni, said in Jakarta on Tuesday, October 6, 2026.

The facility is a funding scheme designed to support Indonesia’s Forestry and Other Land Use (FOLU) Net Sink 2030 target through Indonesia-Norway cooperation under the Result-Based Contribution (RBC) mechanism. The funds are distributed by the Ministry of Forestry through the Environmental Fund Management Agency (BPDLH), with community involvement in forest conservation efforts and climate resilience.

In its fifth phase, funding will be distributed through three main themes: FOLU Biodiversity, which supports biodiversity conservation; FOLU Goes to School, which focuses on involving young people in environmental conservation; and FOLU Terra, which aims to improve community welfare through environment-based activities.

Through the fourth phase, the FOLU Net Sink 2030 Community Fund Service had disbursed approximately IDR 29.081 billion to 863 community groups, benefiting a total of 49,653 people across 36 provinces.

Norway’s Ambassador-Designate to Indonesia, Kaja Glomm, said the protection, restoration, and sustainable management of Indonesia’s forests require the involvement of communities living in and depending on forest areas.

According to Kaja, local communities, Indigenous peoples, young people, and civil society organizations possess knowledge and practical experience that are crucial to the success of climate and forest action. She said Norway had so far provided USD 216 million through the result-based contribution mechanism to support Indonesia’s verified achievements in reducing emissions from deforestation and forest degradation.

Meanwhile, President Director of the Environmental Fund Management Agency (BPDLH), Joko Tri Haryanto said the success of the program should not be measured solely by the amount of funding disbursed, but also by how the benefits of carbon funding reach communities at the local level.

“What matters more is how carbon funding can be felt at the local level. This financial support can serve as a catalyst for major change by fostering enthusiasm, building capacity, and demonstrating that communities have the ability to manage resources and protect the environment,” Joko said.

He said beneficiary communities are no longer merely objects of environmental policies but have also become part of the solution through activities such as planting and caring for trees, developing social forestry-based businesses, participating in training, protecting biodiversity, and conducting river clean-up activities.

In addition to grants through the Community Fund Service, BPDLH also provides the Revolving Fund Facility (FDB) to support the sustainability of social forestry and agroforestry business groups through a financing scheme similar to microfinance.

BPDLH also signed a Memorandum of Understanding with PT Jebe Trading Indonesia (JB Cocoa) as an offtaker and PT Rainforest Indonesia as a partner supporting sustainable agriculture. The partnership is aimed at expanding market access, increasing product added value, maintaining sustainable production, and strengthening the commodity value chain for communities around forest areas.

“For us, this cooperation is not merely about signing documents. It is about building a bridge from forests to markets—from communities that protect and manage forests to products that have added value and can be accepted by the market,” Joko concluded.
