House Stresses Accountability for Asset Confiscation Bill

RRI.CO.ID, Jakarta – Member of the Indonesian House of Representatives (DPR) Adang Daradjatun said discussions on the Asset Confiscation Bill should be conducted carefully, with every mechanism based on clear legal grounds and accountability. According to Adang, efforts to strengthen asset recovery must go hand in hand with legal certainty and sound asset management.

"What we want is for the state to be able to effectively recover assets derived from criminal offenses, while ensuring that the entire process provides legal certainty and can be held accountable," Adang said in Jakarta, as quoted by dpr.go.id on Friday, September 25, 2026.

Adang said one issue that requires attention is managing assets once they are under state control. Assets with economic value need to be safeguarded against depreciation while legal proceedings are ongoing.

"We must not allow assets that are supposed to benefit the state to lose their value because they are not properly managed. Therefore, the mechanisms for management, oversight and accountability must be clearly defined," the lawmaker from the Prosperous Justice Party (PKS) said.

He added that the bill should clearly define the division of responsibilities among institutions to prevent overlapping authorities. "Everyone’s authority must be clearly defined. Who takes legal action, who manages the assets, and who oversees them? If all of this is clear, there will be less room for abuse of authority," the former deputy chief of the Indonesian National Police said.

According to Adang, discussions on the Asset Confiscation Bill should also remain open to input from various parties, including academics, legal practitioners and law enforcement agencies. He said the House is responsible for ensuring that the regulation not only strengthens efforts to combat criminal offenses but also protects rights guaranteed under the law.

"This bill is important, but because it concerns the state’s authority over a person’s assets, its deliberation must be carried out carefully. We must ensure a balance between asset recovery, legal certainty and the protection of rights," Adang said.

He expressed hope that the deliberations would produce strong, clear and consistently enforceable regulations. "The ultimate goal is certainly not simply to seize assets. More importantly, it is to ensure that proceeds of criminal offenses can be recovered for the state through an accountable process that complies with the law," Adang concluded.
