Ministry Calls 25 Private PSEs to Complete Registration

RRI.CO.ID, Jakarta - The Indonesian Ministry of Communication and Digital (Kemkomdigi) has called on 25 Private‑Scope Electronic System Providers (PSE), comprising 23 domestic and two foreign entities, to fulfill their registration obligations under prevailing regulations.

This measure is part of the oversight carried out by the Directorate of Electronic Certification and Transaction Supervision under the Ministry’s Directorate General of Digital Space Supervision.

The registration requirement is significant because Indonesia, one of the world’s largest digital markets, obliges all digital platforms operating in the country--including foreign services--to comply with national regulations or risk administrative sanctions, including access blocking.

“Through a notification letter issued on September 16, 2026, we have requested these PSEs to immediately complete their obligations and ensure that the services they operate in Indonesia comply with statutory regulations no later than September 22, 2026,” said Director of Electronic Certification and Transaction Supervision at the Directorate General of Digital Space Supervision, Teguh Arifiyadi, in Jakarta on Thursday, September 17, 2026.

Broadly, the 25 PSEs notified by the Ministry operate in transportation services, health monitoring services, marketplace applications, and property rental services.

Teguh explained that the registration obligation for Private‑Scope PSEs is set out in the Regulation of the Minister of Communication and Informatics No. 5/2020 concerning Private‑Scope Electronic System Providers. Articles 2 and 4 of the regulation explicitly require every Private‑Scope PSE, whether domestic or foreign, to register its electronic systems.

The Ministry emphasized that PSEs receiving the notification letter must immediately complete the registration process in accordance with applicable regulations.

“If PSEs fail to fulfill their registration obligations by the specified deadline, we will take follow‑up actions in accordance with statutory regulations, including issuing warning letters and imposing administrative sanctions in the form of service access blocking,” Teguh stated.

Kemkomdigi also urges other Private‑Scope PSEs that meet the mandatory registration criteria to register without delay. Fulfilling the registration obligation is part of a collective effort to establish orderly, secure, and accountable governance for electronic system operations.

Kemkomdigi remains open to coordination with PSEs experiencing technical difficulties during the registration process. PSEs that have received notification letters must still submit an official response explaining any obstacles and attaching supporting evidence, such as relevant screenshots, via the email address aduanpseprivat@komdigi.go.id.

Kemkomdigi reaffirms its commitment to overseeing and guiding Private‑Scope PSEs to ensure Indonesia’s digital space remains orderly, secure, and trustworthy.
