Government Integrates Foreign Worker Services through OSS

RRI.CO.ID, Jakarta - The Indonesian government is integrating foreign worker services across ministries and government institutions through the Online Single Submission (OSS) system as a single-entry service. The integration aims to simplify the licensing process while ensuring that foreign workers are employed according to specific workforce needs and required competencies.
Minister of Manpower, Yassierli, said the integration is part of the government's efforts to facilitate business activities by providing simpler, faster, and more certain services.
“This integration of foreign worker services is part of the government's efforts to make things easier for businesses. The process must be simpler, faster, and provide certainty. The integration should not add more steps, but instead deliver better services,” Yassierli said in Jakarta, Wednesday, September 9, 2026.
The system integrates the Ministry of Manpower's SIAPKerja system with the All Indonesia system operated by the Ministry of Immigration and Corrections. According to Yassierli, foreign workers play a role in meeting specific workforce competency needs, including supporting technology and skills transfers and strengthening the employment of local workers.
He expressed his appreciation for the collaboration among the Ministry of Manpower, the Ministry of Investment and Downstreaming/Indonesia Investment Coordinating Board (BKPM), and the Ministry of Immigration and Corrections in establishing the integrated foreign worker service.
He said cross-ministerial cooperation is an important part of developing effective public services that are responsive to the needs of the business sector.
“Good public services require collaboration. This integration shows that ministries do not work separately, but work together to provide simpler and more integrated government services,” he mentioned.
