RRI.CO.ID, Samarinda - The Indonesian government expands the oversight of the Legal Development Index (LDI) as an instrument to improve the quality of legal governance and support the formulation of more effective, efficient, and evidence-based policies. This step is taken thru strengthening coordination between the central and regional governments in the implementation of national legal development.

The Secretary of the Coordinating Ministry for Law, Human Rights, Immigration, and Corrections, R. Andika Dwi Prasetya, stated that synergy between institutions is key to ensuring the implementation of legal policies runs in an integrated manner.

"We must continue to maintain togetherness, solidarity, and synergy among the four ministries. Although each has its own tasks, they all exist within an interconnected policy ecosystem," Andika said during a working visit in Samarinda, Tuesday, August 4, 2026.

On that occasion, the Coordinating Minister for Law and Human Rights emphasized that based on Presidential Regulation Number 12 of 2025 concerning the 2025–2029 National Medium-Term Development Plan (RPJMN), the ministry will serve as the coordinator for the achievement of the Legal Development Index (IPH) thru five pillars of legal development, namely legal culture, legal substance, legal institutions, law enforcement, and legal information and communication.

The Head of the Bureau of Human Resources, Organization, and Law of the Coordinating Ministry for Law and Human Rights, Imipas, Achmad Fahrurazi, explained that the IPH is not only an indicator of legal development achievements but also serves as a basis for evaluating the formulation of higher-quality policies.

"The Legal Development Index is not just a measure of achievement, but a tool for evaluation to ensure that legal development proceeds effectively, efficiently, and based on evidence. Therefore, the results of the IPH measurement must be followed up with concrete policies and improvement steps," he said.

The government also encourages regional offices to strengthen legal outreach, improve the quality of regional regulation formation, meet correctional service standards, and expand public access to legal information. These steps are expected to enhance the quality of Indonesia's legal governance while also strengthening public trust in the national legal system.
