Govt Seeks Input on AI and Copyright Governance

RRI.CO.ID, Jakarta - The Ministry of Communication and Digital will facilitate further discussions with the Ministry of Law, the Ministry of Culture, the Ministry of Creative Economy, media companies, digital platforms, and other stakeholders to formulate a copyright governance framework for the era of artificial intelligence (AI).
The government is taking this step to develop regulations that protect copyrights, including journalistic works, while accommodating the characteristics and needs of each sector amid rapid AI development.
“We will facilitate discussions with all stakeholders to explore the best options. The needs of each sector must be considered specifically because their characteristics differ,” Deputy Minister of Communication and Digital, Nezar Patria, said during an audience with Google at the ministry’s office in Central Jakarta on Tuesday, July 28, 2026, as quoted by Infopublik.
Nezar emphasized that discussions on copyright governance related to AI are ongoing and no conclusion has yet been reached. The process aims to produce fair, transparent, and accountable policies that provide legal certainty for all parties.
“The discussion is still open and has not yet reached a conclusion. The government is striving to find a solution that is fair, transparent, accountable, and mutually beneficial for all parties,” he said.
During the drafting process, the government gathered input from stakeholders, including media companies and digital platforms. The ministry aims to gain direct insight into protecting journalistic works, using AI, and establishing collaboration mechanisms between platforms and media companies.
“We are concerned about several issues being discussed within the media community. We would like to hear your views and plans. We also appreciate Google’s significant contribution to maintaining a healthy media ecosystem in Indonesia,” Nezar said.
According to Nezar, one issue of concern is the impact of AI on the sustainability of the media industry. Several press companies have reported a sharp decline in reader traffic, affecting revenue and requiring new business models that can adapt to the digital ecosystem.
“The biggest concern for website managers related to AI is currently the decline in traffic. Some have even reported losing around 70 percent of their traffic. They need a new business model that aligns with this technological development,” he said.
During the hearing, Google Asia Pacific’s managing director of news, Kate Beddoe, shared the company’s views on several key points in the draft copyright law. These included the definition of journalistic works, the use of content for AI development, and licensing mechanisms between platforms and media companies.
Google also proposed maintaining business‑to‑business (B2B) collaboration mechanisms as an option that could work alongside the Collective Management Institution (CMI) scheme for copyright management in the AI era. ***
