The Government Finalizes Preparation of the Maritime Security Bill

RRI.CO.ID, Jakarta - The Coordinating Ministry for Law, Human Rights, Immigration, and Prisons continues to refine the drafting of the Bill on Maritime Security. The discussion was held thru a Coordination and Synchronization Meeting on the Development of the Academic Manuscript of the Maritime Security Bill in Jakarta, Thursday, July 16, 2026.

Deputy for Legal Coordination at the Coordinating Ministry for Political, Legal, and Security Affairs, Nofli, stated that the drafting of the Maritime Security Bill involves many ministries and agencies, necessitating the alignment of input from all stakeholders. He emphasized that the government will continue to oversee the process to ensure that the academic manuscript being prepared becomes increasingly comprehensive.

"We will oversee the process of drafting the Maritime Security Bill, which currently involves many ministries and agencies within the scope of coordination. The preparation of this academic manuscript must continue to be refined thru input from all stakeholders," Nofli said.

Nofli furthe said the formulation of maritime security regulations is challenging because there are many agencies with authority in maritime areas. He stated that inter-agency coordination is necessary so that the substance of the bill can accommodate all interests in the maritime sector.

"From the available data, around 25 ministries and agencies have authority over the sea. Therefore, let's synergize all the existing inputs." We hope to receive suggestions and input from the resource persons so that the academic manuscript being prepared becomes more comprehensive," he explained.

Meanwhile, the Head of the Academic Manuscript Drafting Team for the Maritime Security Bill from the University of Indonesia, Prof. Arie Afriansyah, explained that the drafting team was formed based on the Decree of the Minister of Law as the initiator in April 2026. Currently, the team is still drafting the substance of the academic manuscript, which includes a study of regulatory synchronization and an analysis of the urgency of forming the bill.

Arie targets the completion and submission of the academic manuscript for the Maritime Security Bill by the end of November 2026. The manuscript is expected to produce comprehensive recommendations for changes in maritime security governance, not only focusing on one sector but covering all aspects related to maritime security.
