Indonesia's Government Builds Hexa-Helix Partnership to Boost Creative Economy

RRI.CO.ID, Jakarta - The Indonesia's government has developed the 2026–2045 Creative Economy Master Plan in a participatory manner through cross-stakeholder collaboration as a guideline for creative economy development towards Golden Indonesia 2045. This document aims to strengthen the intellectual property-based creative economy ecosystem with an inclusive, adaptive, and implementable approach.

In a press release received by RRI VOI on Sunday, July 11, 2026, the plan was developed using a hexa-helix approach involving the central government, regional governments, academics, businesses, financial institutions, communities, and the media, both at the local and international levels. This synergy is designed to create an integrated ecosystem to increase talent capacity, business competitiveness, and optimize 21 creative economy subsectors across all regions.

Minister of Creative Economy, Teuku Riefky Harsya, assessed Rindekraf as a collaborative bridge that unites the efforts of the government, academics, businesses, communities, media, financial institutions, and international partners in building an inclusive, adaptive, and implementable creative economy ecosystem. "Hexa-helix collaboration is key to ensuring every policy has a real impact on creative economy practitioners from various regions in Indonesia," Riefky said in Jakarta.

As an initial step in strengthening synergy, the Ministry of Creative Economy has signed around 63 memorandums of understanding (MoUs) with various strategic partners. International collaboration is also being expanded with international partners, including WIPO, UNESCO, UNCTAD, RMIT University, and Canva, to enhance the competitiveness of Indonesian creative products in the global market.

The Minister of Creative Economy explained that the preparation of the Creative Economy Plan was carried out through a participatory, evidence-based process starting in March 2025. This process involved cross-sectoral harmonization with 35 ministries/institutions to ensure the document represents real needs on the ground.

Through the 2026–2045 Creative Economy Master Plan, the government is committed to making the creative economy a new engine of national economic growth, driven from the regions. Strong hexa-helix synergy is expected to generate more superior creative talent and establish the creative economy as a key pillar towards Golden Indonesia 2045.
