Vice Tourism Minister Advocates for Easier Tourism Licensing through 2025 KBLI

RRI.CO.ID, Jakarta - Indonesia's Vice Minister of Tourism, Ni Luh Puspa, urges tourism industry stakeholders to understand and leverage the implementation of the 2025 Indonesian Standard Industrial Classification (KBLI 2025). It is to boost business certainty, improve licensing service quality, and foster a better investment climate for tourism.

KBLI 2025 is an enhancement of KBLI 2020, designed to align with developments in the business world, technology, and emerging business models. Through this update, the government aims to ensure that business classifications remain relevant to current economic conditions.

“This update is not merely a change in business classification codes; it serves as a foundation for achieving more integrated data, enhancing legal certainty, improving the quality of licensing services, and ensuring that the evolution of business models within the tourism sector is accommodated more effectively,” the Vice Minister said during the event titled "Dissemination on the Transformation of Tourism KBLI 2025 into the Implementation of Risk-Based Business Licensing Integrated via the OSS System," held at Hotel Sahid, Jakarta, on Wednesday, July 8, 2026.

She noted that the tourism sector plays a strategic role as a driver of national economic growth—targeted to reach 8 percent by 2029—by boosting investment, creating jobs, and strengthening the community economy.

Therefore, the tourism sector requires improved governance, including a licensing system that is easily accessible, provides legal certainty, adapts to business developments, and fosters a healthy investment climate.

"In this context, the transformation to KBLI 2025 is a crucial part of the government's efforts to refine the risk-based business licensing system integrated through the OSS—the Electronically Integrated Business Licensing System," she said.

The formulation of KBLI 2025 is based on the *International Standard Industrial Classification of All Economic Activities* (ISIC) Revision 5, as recommended by the United Nations Statistical Commission (UNSC) on March 11, 2024.

In terms of structure, KBLI 2025 features an increased number of categories. While KBLI 2020 comprised 21 categories (A–U), KBLI 2025 expands to 22 categories (A–V). Specifically, KBLI 2025 consists of 87 sections, 257 divisions, 519 groups, and 1,560 classes, all of which are detailed in the attachment to BPS Regulation Number 7 of 2025.

Overall, KBLI 2025—which has been integrated into the *Online Single Submission Risk-Based Approach* (OSS RBA) system—introduces a number of structural and substantive adjustments to business classifications.

According to a release received by Voice of Indonesia on Wednesday, July 8th 2026, Deputy Minister of Tourism Ni Luh hopes that all tourism stakeholders will make optimal use of this outreach activity to establish a shared understanding regarding the implementation of KBLI 2025 within the tourism sector.

“This shared understanding is a crucial asset for ensuring that policy implementation proceeds effectively and consistently, while delivering tangible benefits to the business community. For our part, the government can continue to strengthen synergy in overseeing the implementation of the Tourism KBLI 2025,” said Deputy Minister Ni Luh Puspa.

Head of Statistics Indonesia (BPS), Amalia Adininggar Widyasanti, stated that the government issued a Joint Circular Letter involving the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board (BKPM), the Minister of Law, and the Head of BPS in early 2026.

This Joint Circular Letter was issued to provide legal certainty and facilitate smooth business operations for all stakeholders regarding the use and implementation of KBLI 2025. Under these provisions, business players required to adjust to KBLI 2025 via the OSS system can undergo the transition process automatically, provided there are no changes to the scope of activities or business expansions.

The 2026 Economic Census is expected to provide up-to-date data on economic structure and business characteristics, including within the tourism sector.

For the Ministry of Tourism, this data will serve as a crucial foundation for formulating and implementing various priority programs. Data from the 2026 Economic Census will also support the development of policies that are more targeted, adaptive, and evidence-based.

The utilization of high-quality data is expected to enhance national tourism competitiveness while fostering inclusive and sustainable economic growth.
