Govt Calls for Stronger Collaboration to Boost Workforce Quality

RRI.CO.ID, Jakarta - Indonesian Manpower Minister Yassierli said the government, business sector, and industry must strengthen collaboration to improve workforce competitiveness and quality, including for those affected by layoffs (PHK).

He explained that one way to achieve this is through upskilling and reskilling programs for laid-off workers and job seekers. According to him, such training is crucial to help workers acquire new skills that meet the demands of an ever-changing labor market.

“Upskilling and reskilling programs enable workers to keep pace with dynamic market demands. Skills are an asset for opening new job or business opportunities,” Minister Yassierli said on Tuesday, June 30, 2026.

He emphasized that improving workforce quality must go hand in hand with strengthening industrial relations to build a more productive, resilient, and competitive industry.

As part of this effort, the Manpower Ministry has developed five levels of industrial relations: Level 1 (Fragmented), Level 2 (Compliant), Level 3 (Harmonious), Level 4 (Proactive), and Level 5 (Transformative).

At the transformative level, Minister Yassierli said, companies can not only establish harmonious relations with labor unions but also collaborate to create a sustainable industrial ecosystem capable of facing various challenges.

“The idea is to foster industrial resilience by encouraging cross-sector collaboration. I hope this initiative will serve as a model for strengthening synergy between government, business, and workers, and inspire other companies to adopt good practices in the spirit of Pancasilan Industrial Relations,” he said.

Meanwhile, cigarette conglomerate PT HM Sampoerna Tbk. Director Rianto Probo Hartono supported the ministry’s training program for 150 laid-off and unemployed workers. He noted that the program builds on collaboration between Sampoerna, the Manpower Ministry, and local administrations since 2025.

“Collaboration between the government, business sector, and workers is key to strengthening national industrial relations. We hope this synergy will provide broader benefits to society and help realize the vision of Golden Indonesia 2045,” Rianto said.

He added that the number of participants in future training programs is expected to increase to 1,130, enabling more laid-off workers and job seekers to develop their skills. (Misni Parjiati)
