Funding Gap Looms as Indonesia Plans 2027 Transport Expansion

RRI.CO.ID, Jakarta - The Ministry of Transportation has proposed an additional budget of IDR 20.11 trillion for 2027 to support national transportation services, particularly to maintain regional connectivity, enhance safety, and sustain public transport operations.
Transportation Minister Dudy Purwagandhi said the ministry’s 2027 budget requirement was IDR 55.16 trillion, but the government approved only IDR 28.34 trillion, leaving a significant funding gap.
“The additional budget support is necessary for several priority programs, especially in safety, basic services, and regional connectivity. This is crucial to achieve the country’s transportation development targets,” Minister Dudy said during a joint Working Meeting with Commission V of the DPR RI at the Parliament Complex, Jakarta, Wednesday, June 17, 2026.
Beyond the indicative ceiling, the funding outlined in the ministry’s 2027 Strategic Plan reaches IDR 46.21 trillion. This leaves a shortfall of IDR 17.87 trillion, or 38.67 percent. Referring to total budget needs, the gap widens to IDR 26.82 trillion, or 48.62 percent.
According to Minister Dudy, additional funds are needed to support priority programs directly linked to transportation safety and national connectivity. These include a transportation safety program worth IDR 7.98 trillion, priority services worth IDR 9.17 trillion, and pioneering transportation services across regions.
The ministry stressed that improving connectivity is essential, particularly in areas not yet served by regular transport networks. Pioneering services in land, sea, and air transport remain a key part of next year’s work plans.
In land transportation, the government will continue programs to improve road safety, enforce the Zero Over Dimension Over Loading (ODOL) policy, address accident-prone areas, and provide innovative services.
The maritime sector will focus on shipping safety and security, strengthening infrastructure, and sustaining services that connect remote areas and islands. The aviation sector will prioritize aviation safety and security facilities, monitoring air transport operations, and pioneering air services to maintain accessibility for disadvantaged, frontier, and outermost regions.
“These programs are designed to ensure people receive safe transportation services while maintaining national connectivity to support economic growth and equitable development,” Dudy emphasized.
“The Ministry of Transportation is proposing an additional budget of IDR 20.11 trillion to ensure safety, public service, regional connectivity, and operational continuity,” he added.
Commission V Speaker Lasarus said his party will advocate for increased budgets for ministries and institutions under its oversight. “Commission V of the DPR RI will fight for an increase in the budget to finance national priority programs and community-based programs in accordance with applicable mechanisms and regulations,” Lasarus said.
