Transport Ministry Honored for Advancing ASN Career Development

RRI.CO.ID, Jakarta – Indonesia’s Ministry of Transportation secured second place in the Award for Supporting the Implementation of Pro-Career Policies for State Civil Apparatus (ASN), presented by the National Civil Service Agency (BKN). Representing the Minister of Transportation, Secretary General, Arif Toha, received the award in Jakarta on Saturday (June 6, 2026), saying that the recognition reflects the ministry’s commitment to building a professional human resource management system.
“This award is a form of appreciation for the Ministry of Transportation’s commitment to developing a professional, transparent, and competency-based human resource management system to support the sustainable career development of civil servants,” Arif Toha said in an official statement issued in Jakarta on Saturday.
He said the ministry continues to implement various strategic programs to support pro-career policies for civil servants, given its responsibility for managing Indonesia’s strategic transportation sector with tens of thousands of personnel across the country.
According to him, one of the key measures undertaken is strengthening the merit system through talent management development (talent pool). The ministry conducts assessments of high-potential employees through assessment centers to identify top talents who are being prepared to fill strategic positions as part of leadership succession planning. In addition, employee competency and performance data have been integrated into the personnel information system to support more measurable career development.
“The Ministry of Transportation is fully committed to implementing the merit system to ensure that employee career advancement is based on qualifications, competencies, and performance,” Arif said. The ministry has also introduced an open career system through regulations governing vertical, horizontal, and diagonal career mobility.
Through tour of duty and tour of area policies, employees in technical implementation units and regional work units are given equal opportunities to pursue careers at the ministry’s headquarters and vice versa. The policy is expected to broaden perspectives, enhance competencies, and strengthen employees’ field experience.
In the area of competency development, the ministry continues to strengthen education and training programs through the Ministry of Transportation Corporate University (CorpU), aligning them with employees’ career development needs.
According to Arif, training is no longer viewed merely as an administrative requirement but as an essential component in preparing employees for higher positions.
In addition, the ministry provides scholarship programs for master’s and doctoral studies, both domestically and abroad, particularly in transportation and public management. The Ministry of Transportation has also carried out reforms in functional positions through position equalization, creating broader career opportunities for functional officials based on competence, expertise, and performance achievements.
To support objective and measurable performance evaluations, the ministry has implemented an electronic performance management system (E-Kinerja) integrated with Employee Performance Targets (SKP). Looking ahead, the Ministry of Transportation remains committed to strengthening professional, adaptive, and talent-oriented civil service management to support better public services and the development of Indonesia’s transportation sector.
