RRI.CO.ID, Bandung - The Indonesian government is preparing a draft presidential regulation on compliance assessments for business actors regarding business and human rights. The regulation aims to strengthen human rights protection in business activities and ensure redress mechanisms for victims of violations.
This was conveyed by Acting Director General of Human Rights Instruments and Strengthening at the Ministry of Human Rights, Sofia Alatas, during a discussion on the draft regulation in Bandung, West Java, on Wednesday, June 3, 2026.
She explained that the Business and Human Rights policy refers to UN principles that emphasize the protection, respect, and restoration of rights. These three pillars form the foundation for regulations that reinforce the responsibilities of both the state and business actors.
“The state must protect, companies must respect human rights, and access to redress must be guaranteed for affected parties. These three aspects are interconnected and cannot be implemented separately,” Sofia said.
The concept of Business and Human Rights began to develop after the UN released the Guiding Principles on Business and Human Rights in 2011. In Indonesia, implementation evolved through various ministries before becoming part of the Ministry of Human Rights’ agenda.
“The state, businesses, and redress mechanisms cannot operate alone or in isolation. All must be interconnected so that human rights protection in business activities can be implemented effectively,” she added.
Sofia noted that redress can be provided by the state, businesses, or both, to safeguard human rights. The draft presidential regulation is expected to clarify responsibilities for preventing and addressing human rights impacts arising from business activities.
“This regulation was drafted in response to the growing global focus on responsible business practices. The issue of business and human rights has developed in Europe and is now attracting attention in ASEAN countries, including Indonesia,” said Sofia. (Misni Parjiati)
