Lawmaker Urges Stronger Digital Literacy Amid Rising Online Scams

RRI.CO.ID, Surabaya - Member of Indonesia’s House of Representatives, Andina Theresia Narang, highlighted the growing number of online scam cases, which she said are increasingly troubling the public amid rapid digital technological development. During a meeting with the East Java Provincial Government, the Communication and Informatics Office, and several stakeholders in Surabaya on Friday, May 22, 2026, Andina stressed the importance of the state’s presence in protecting people who become victims of digital crimes.

She said the government needs to ensure that the reporting system for online fraud can be easily and quickly accessed by the public.

“It was explained earlier that the reporting mechanism is coordinated with the Financial Services Authority (OJK), so people only need to contact the call center, provide proof of transfer and other supporting documents, and the case can immediately be handled by the team working together with the police,” Andina said in a statement received in Jakarta on Monday, May 25, 2026.

According to her, reporting procedures that are too complicated could discourage people from reporting digital fraud cases they experience. She noted that even relatively small financial losses could still have a major impact on the public.

“The scams may involve only Rp100,000 or Rp200,000, but that amount is still very meaningful for many people. Therefore, the reporting process must be simplified,” she said.

Andina also appreciated the East Java Provincial Government’s initiative to establish a special team to handle online fraud reports. However, she said digital literacy efforts still need to be expanded to rural areas.

According to her, digital literacy is fundamental in preparing younger generations to face the rapid development of digital technology.

“We really need to emphasize digital literacy down to the villages, not only in major cities,” she said.

She added that strengthening digital literacy cannot be carried out by the government alone, but requires collaboration with community leaders, schools, regional governments, and families.

In addition, Andina stressed the importance of cross-agency synergy in combating cybercrime, which she said is becoming increasingly complex.

She stated that collaboration between the Ministry of Communication and Digital Affairs, the National Cyber and Encryption Agency (BSSN), the police, prosecutors, and the State Intelligence Agency (BIN) is important to strengthen national cyber resilience.
